AN ORDINANCE TO DEFINE A SUSPICIOUS PERSON AND TO PROVIDE
PENALTIES,THEREFQR:._
BE IT ORDAINED 8Y TSE CITY COUNCIL OF THE CITY OF WEST MEMPHIS;
SECTION 1 SUSPICIOUS PERSON DEFINED;
A "suspicious person" is hereby defined to be a person
whom there is reasonable cause to believe that he has or is
about to commit a felony.

SECTION ; SUSPICIOUS PERSONS NOT TO LOITER, PROWL OR TRESPASS:
It shall be unlawful for any suspicious person who can
give a:~:}reasonable account of himself, to loaf, loiter, or idle
upon, or in, any public street, alley, thoroughfare or other
public place in the City of West Memphis; or to wander, loaf, idle
or loiter about any d,~~e~s+epu+bs~e pool room, sa~ft drink stand,
house of ill fame, or place where intoxicating liquors are known
or commonly reputed to be sold, or to be found prowling on public
or private property without good excuse.

Ordinance be declared to be illegal, invalid or unconstitutional,
such holding shall not affect the remaining portion of said
Ordinance.
SECTI ON ~: EMERGENCY CLAIISE
It is hereby determined that this Ordinance is necessary
for the preservation of public peace, health and welfare of the
citizens of West Memphis, and an emergency is hereby declared
to exist and this Ordinance shll be in full force and effect
