2556 ORDINANCE NO. L 5 J
AN.ORDINANCE WAIVING COMPETITIVE BIDDING FOR SLIP LINING WORK
FOR THE SEWER LINE ON SOUTH WOODS STREET IN THE CITY OF WEST
MEMPHIS,ARKANSAS, AND FOR OTHER PURPOSES.
WHEREAS,Arkansas Code Annotated Section 14-58-303 allows waiving of competitive
bidding in exceptional situations where such procedure is deemed not feasible or practical; and
WHEREAS,there are.many items necessary for the City's.use where competitive bidding is
deemed not feasible or practical; and
WHEREAS,the City of West Memphis and the West Memphis Utilities are in need of having
slip lining work performed for the sewer line on South Woods Street due to portions of the line failing
and causing forty feet of South Woods Street to collapse; and
WHEREAS,Lining&Coating Solutions has been the only company which the West Memphis
Utilities has been able to get to review the job and give a quote, and competitive bidding under such
circumstances would not be feasible or practical;
NOW,THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WEST MEMPHIS, ARKANSAS:
1. That competitive bidding be waived for the following item to be used by the City, described
as follows:
Slip lining work for the sewer line on South Woods Street at a base quote of$69,926.00 and
not to exceed $129,926.00.
