ORDINANCE NO. a~7S
AN ORDINANCE TO AMEND THE PERSONNEL MANUAL OF THE CITY OF WEST
MEMPHIS, ARKANSAS, AND FOR OTHER PURPOSES.
WHEREAS, the Personnel Manual of the City of West Memphis lists the Holidays that
the employees of the city will observe, and which includes Christmas Eve and Christmas Day; and
WHEREAS, in the year 2003 Christmas Eve is a Wednesday and Christmas Day is a
Thursday; and
WHEREAS, the employees of the City of West Memphis have encouraged the Personnel
Committee to recommend to the City Council that the Personnel Manual of the City of West
Memphis, Arkansas, be amended by changing the Christmas Holiday for the year 2003 only to
being off on Thursday, December 25th, and Friday, December 26th; and
WHEREAS, the City Council of the City of West Memphis desires to amend the
Personnel Manual of the city of West Memphis, Arkansas, to incorporate the recommendations of
the Personnel Conunittee;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS, THAT:
Section 1. Section 4.3 of the Personnel Manual of the city of West Memphis is hereby
amended for the year 2003 to read as follows:
Employees of the City will observe the following holidays
New Year's Day January 1st
Martin Luther King's Birthday Third Monday in January
Good Friday Friday before Easter
Memorial Day Last Monday in May
Independence Day July 4th
Labor Day First Monday in September
Veteran's Uay November 11th
Thanksgiving Day Fourth Thursday in November
Day after 'Thanksgiving Day Fourth Friday in November
Christmas Day
Day after Christmas

Section 2. Effective January 1, 2004, Section 4.3 of the Personnel Manual of the City
of West Memphis shall read as follows:
Employees of the City will observe the following holidays

Section 3. All ordinances or parts of ordinances in conflict herewith are hereby
repealed to the extent of any such conflict.
