BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST ILF.hFHIS,
ARKANSAS, IN REGULAR SESSION ASSEMBLED:
That it is recognized and declared that the beauty of the
home and the surroundings, the type and kind of structure, and the value
of said home all constitute a valuable property right,_which should
and ou~bt to be protected by law and ordinances of the City of West
1Lemphis~ Arkansas, and that this is particularly true of the residential
section of the City of West Memphis located east of 7th Street and west
of the alley between 12th and 13th Streets and south of Jackson Avenue.
That from and after the passage and adoption and effective
date of this ordinance, it shall be unlawful for arty person, persons, firm,
partnership, or corporation to build, erect, cause to be built, or
erected any residence in the territory lying east of 7th Street and west
of the alley between 12th and 13th Streets and south of Jackson Avenue;
unless the same shall have a minimum replacement value of $2,500 exclusive
of the lot upon which said building is erected or constructed and in
computing this minimum garages, outhouses or other structures shall not
be considered in computing the value of said residence.
Any person, persons, firm or corporation or partnership
violating any of the provisions of this ordinance shall be deemed guilty
of a misdemeanor and upon conviction thereof shall be fined in any sum
not less than X100.00 nor more than X500.00 or be imprisoned in the city
fail of West ldemphis for not less than 30 days nor more than 90 days.
