AN ORDINANCE TO AMEND SECTION 4 OF ORDINANCE
381 OF THE CITY OF WEST MEMPHIS, DECLARING AN
EMERGENCY, AND FOR OTHER PURPOSES.
WHEREAS, inflationary and coat trends of the economy have
created an impractical and unrealistic situation regarding the Weat
Memphis Utility Commisaion~s power to purchase commodities, materials,
supplies and to implement improvements to the utilities systems of the
City of Weat Memphis, by virtue of presently unrealistic purchase power
limitation as specifically set forth in Section 4 of Ordinance 381 of the
City of West Memphis; and,
WHEREAS, the maximum limitations and other necessary
char.~ea of Section 4 of Ordinance 381 of the City of Weat Memphis are.
necessary immediately in the interest of the welfare of the City of West
Memphis,
NOW, THEREFORE, HE IT ORDAINED BY THE CITY COUNCIL

Section 1. Section 4 of Ordinance 381 of the City of Weat Memphis,
Arkansas, ie hereby amended to read as follows:
"Section 4. The said Board of Utility Commissioners shall have
