AN ORDINANCE TO ESTABLISH THE WEST MEMPHIS INSURANCE
COMMITTEE AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS, ARKANSAS:
SECTION 1. West Memphis Insurance Committee created. There is hereby created and
established the West Memphis Insurance Committee.
SECTION 2. Members. The West Memphis Insurance Committee shall consist of five
(5) members who shall all be members of the West Memphis City Council, and who shall be
appointed by the Mayor. The appointments made by the Mayor shall consist of one (1)
Alderman from each of the five (5) wards in the City of West Memphis, and said Committee
members shall serve for a period of one (1) year from the time of their appointment or until their
successors are duly appointed by the Mayor. Three (3) members of the Committee as heretofore
appointed ,shall be necessary to constitute a quorum for the transaction of any business
authorized under this Ordinance, which may properly come before the Committee.
SECTION 3. Chairman of the Committee. The Committee shall elect one (1) of the
members of said Committee heretofore, appointed, as Chairman of said Committee. The
member designated as Chairman shall serve in such capacity for a period of one (1) year, or until
his successor is duly elected as heretofore provided. The Chairman of said Committee shall have
the duty of presiding over all meetings of said Committee, and shall call a monthly meeting of
said Committee at such time and place as he shall deem necessary, upon notice being given to all
said Committee members.
SECTION 4. Secretary of Committee. The Committee shall elect one (I) of the
members of said Committee heretofore appointed, as Secretary of said Committee. The member
designated as secretary shall serve in such capacity for a period of one (1) year or until his
successor is duly elected as herein provided. The Secretary shall keep a bound record book
which shall accurately reflect the minutes of the meetings of the West Memphis Insurance
Committee, and said records shall be attested by the Secretary of said Committee.
SECTION 5. Vacancies. Vacancies on said Committee, caused and created by any
reason whatsoever, shall be filled by appointment by the Mayor. In such event, the Mayor may
appoint another member of the West Memphis City Council to fill said vacancy from the same
Ward and said newly appointed Committee member shall serve for the remainder of the
unexpired term or until his successor is duly appointed by the Mayor.
SECTION 6. Authority and Purpose. The West Memphis Insurance Committee is
created for the following purposes:
(a) Review documents, declarations of group health insurance, dental insurance,
group life insurance, accidental death insurance, disability income insurance or
any other insurance that may affect the City of West Memphis;
(b) Review on a regular basis for possible rebate and/or discounts that maybe
available to our city;
(c) Make recommendation and reports on a regular basis;
(d) Any recommendation made must be agreed upon by the majority of the
Committee members;
(e) Any report or recommendation of the Committee shall be presented by the
Chairman of the Committee.
