AN ORDINANCIH: WAIVING COMPETITIVE BIDDING FOR AERIAL SPRAYING, GROUND
SPRAYING AND t!:1THER MOSQUITO CONTROL EFFORTS, AND FOR OTHER PURPOSES.
WHEREAS. Arkansas Code Annotated Section 14-58-303 allows waiving of competitive bidding in
exceptional situations where such procedure is deemed not feasible or practical; and
WHEREAS, there are mane items necessary for the City's use where competitive bidding is deemed not
feasible or practical; and
WHEREAS. the City of West Memphis is in urgent and immediate need of aerial spraying, ground
spraying and other mosquito control efforts to combat existing mosquito control problems throughout the city and
to protect the health_ sa+~~~ and welfare of its inhabitants. and competitive bidding under such circumstances would
not be feasible or practical:
NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS, ARtiAI\SAS:
1. That compe~~tive bidding be waived for the follo~~ing item to be used by the City. described as follows:
Aerial spraying. ground spraying and other mosquito control efforts to be conducted by Vector Disease
Control, Inc.. ? or 2004 at a cost of $186,480.00.
