Eden Mayor bleat Memphis, Arkaruaa Re: Proposed Sale of Property to City of West Memphis Dear Sir: In accordance xith our verbal agreement of May 16, 1967, we requested appraisal of certain property presently owned by Arkansas Power and Light Company. This property lies in the form of a triangle xesterly of ilnd adjacent to property owned by the City of West Memphis presently being used as the site of the incinerator for the City of bleat Memphis. 208 From the. appraisal information ittrniahed ue, we have determined that the selling price of the property in question ie $6,000.00. This amounts to approximately $1,000.00 per acre. This amount is a substantially loxer price than other lands offered or sold in the area. Hoxever, the appraisal report pointed out. that there xere no exad;ly comparable land sales in the immediate vicinity of the property in question. After taking into consideration the many factors included in the appraisal report, we feel that the total amount of $6,000.00 is the fair and equitable selling price of the property. There are a number of detail8 that must be attended to prior to the completion of the transaction. Therefore, xe rill appreciate having an acceptance of our proposal to sell the property before we proceed xith the further d@taila necessary to effect the final transfer of the property. Zncloaed herewith is a rough sketch of the property which has been tentatively approved for sale by officials of our compa~. The area enclosed by the red line is that property which xe will offer for sale to the City of West Memphis for the amount of $6,000.00. The folloxing letter from the Arkansas Federation of Water and Air Uaera, Inc. xas presented: June 23, 1967 Mayor Hob Eden City Hall West Memphis, Arkansas Dear Mayor Eden, Many erroneous statements about rater end air pollution have been made by irresponsible writers, and moat of these have pointed the finger of blame at municipalities and industries. In an effort to point out the true pollution situation in the state, the Arkansas Federation of Water and Air Users, Inc., a non-profit corporation has been organised. Its object is to inform the general public of the facts concerning rater and airn pollution in Arkansas; to promote cooperation between municipalities, industries and state agencies; and to inform its membership of proposed legislation concerning rater, air, and land users in our state. Through a staffed, central office it is hoped that an exchange of information may be effected. It is believed that self-policing rill enable all of ua to make Arkansas a better state in which to xork. Minimal dues have been set for municipalities, the achedula calling for $50.00 a year for cities with a population over 20,000, and $25.00 for a city of leas population. I do not know of a better ray for a city to promote good rill between itself, industry and the state. I am incloaing a statement for half a years dues. Aa soon as the Executive Director is hired he x111 make it a point to contact you. In the meantime I am confident that your city could not reap a greater benefit from thin small amount of money.
