Redding West Memphis, AR 72303 Dear Mayor Johnson, "More than a Mission" Phone: (870) 735-6010 Fax: (870) 735-0244 email: esmfj'c@aol.com www esmfjc.org Pursuant to our discussions regarding the possibility of our ministry obtaining possession of the old utility property located on South 2nd Street, please consider this letter as verification of our desire to do so. After visually inspecting the property, we have determined that the best long term use of the facility would be to convert it to an emergency women's shelter. There has long been a desperate need for such a facility in Crittenden County and our hearts have been burdened by our current lack of facilities to accommodate dispossessed women. Since it isn't feasible to establish a women's shelter in close proximity to our men's ministry, this building presents a perfect solution to our needs; physically separate from the men, yet close enough to combine important functions and training. Although there are many structural problems to correct, none are insurmountable, and we believe we could refurbish the building into such a functional, aesthetically pleasing and secure facility that it would become a source of civic pride for West Memphis residents. ~` In addition, the back lot is a perfect location for us to establish a central warehouse which would support our thrift store operations, as well as a number of our other auxiliary ministries. Of course, this area would also be secured and upgraded. Since we have been in prayer for God to provide us just such a facility, we are anxious to proceed and are willing to present ourselves to the City Council to answer any questions pertaining to our plans, our capabilities and our commitment to use the facility for the benefit of the entire community. Sincere, Rev. Fred Parker Executive Director
