2582 ORDINANCE NO. 2 AN ORDINANCE TO AMEND ORDINANCE NO.2561 AUTHORIZING ALDERMEN AND MEMBERS OF THE CITY COUNCIL TO PURCHASE SERVICES FROM CHARLES SUITER,JR.,D/B/A SUITER CONSTRUCTION CO.,INC.,AND FOR OTHER PURPOSES. WHEREAS,Ordinance No. 2561 authorized Aldermen and Members of the City Council to purchase services from Charles Suiter, Jr.,d/b/a/Suiter Construction Co., Inc., and was passed on November 5, 2020; and WHEREAS,the City Council finds that Ordinance No. 2561 should be amended and made retroactive for services purchased beginning January 1, 2020; NOW,THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST MEMPHIS,ARKANSAS,THAT: SECTION 1. WHEREAS,A.C.A.§ 14-42-107 states that in order for Aldermen,Members of the City Council or any elected official to conduct business with the City,that it is necessary that an Ordinance be passed by the Governing Body,specifically,permitting Aldermen,Members of the City Council or any elected official to conduct business with the City and prescribing the extent of such authority;and WHEREAS,the City of West Memphis desires to utilize the services of Charles Suiter, Jr.,doing business as Suiter Construction Co.,Inc.,to provide construction services for the City of West Memphis:and WHEREAS,Charles Suiter,Jr.,is related to the current West Memphis Municipal Airport Director and,as such,the Director has a"direct or indirect"interest in the profits of such hiring,thereby requiring prior approval of such hiring by the City Council of the City of West Memphis; NOW,THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST MEMPHIS,ARKANSAS,THAT: SECTION 1.
