AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR AERIAL SPRAYING, GROUND
SPRAYING AND OTHER MOSQUITO CONTROL EFFORTS, AND FOR OTHER PURPOSES.
WHEREAS. Arkansas Code Annotated Section 14-~x-3(>3 allo«s waiving of competitive bidding in
etceptional situations where such procedure is deemed not feasible or practical; and
WHEREAS. there are man}~ items necessar,~ for the Cit<~'s use where competitive bidding is deemed
not feasible or practical; and
WHEREAS. the Cite of West Memphis is in urgent and immediate need of aerial spraying. ground
spraying and other mosquito control efforts to combat existing mosquito control problems throughout the city
and to protect the health. safet<~ and welfare of its inhabitants. and competitive bidding under such
circumstances would not be feasible or practical:
NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS, ARtiANSAS:
1. Thai competitive bidding be waived for the following item to be used by the Cit<~, described as
iollo~~s:
Aerial spraying. ground spra}~ing and other mosquito control efforts to be conducted by Vector Disease
Control. Inc.. for 2OO3 at a cost of $1 ti6.4K(l.OO.
