A RESOLUTION TO APPROVE A MEMORANDUM OF AGREEMENT BETWEEN
THE CITY OF WEST MEMPHIS AND GOOD NEIGHBOR/LOVE CENTER, INC.,
AND AUTHORIZING THE MAYOR AND THE CITY CLERK TO EXECUTE THE
MEMORANDUM OF AGREEMENT ON BEHALF OF THE CITY OF WEST
MEMPHIS, AND FOR OTHER PURPOSES
WHEREAS, the HOPE 3 Program provides home-ownership opportunities for eligible
families to purchase local government-owned single family properties; and,
WHEREAS, the HOPE 3 Program provides grants to eligible applicants to plan and
implement home-ownership programs designed to meet the needs of low and moderately low-
income first-time homebuyers; and
WHEREAS, the Good Neighbor/Love Center, Inc., provides a service to the citizens of
the City of West Memphis with the HOPE 3 Program, and
WHEREAS, the Good Neighbor/Love Center, Inc., and the City of West Memphis will
work jointly to facilitate the HOPE 3 Program; and
WHEREAS, a Memorandum of Agreement between the Good Neighbor/Love Center,
Inc., and the City of West Memphis is for the purpose of setting out the guidelines for the
implementation of the HOPE 3 Program; and
WHEREAS, the City Council of the City of West Memphis finds the attached
Memorandum of Agreement to be in the best interests of the City of West Memphis and should be
approved, and the Mayor and the City Clerk should be authorized to execute the Memorandum of
Agreement on behalf of the City of West Memphis;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS, that the Memorandum of Agreement between the
City of West Memphis, Arkansas, and the Good Neighbor/Love Center, Inc., is hereby approved
and the Mayor and the City Clerk are hereby authorized to execute the Memorandum of
Agreement on behalf of the City of West Memphis, Arkansas.
