A RESOLUTION APPROVING REVISIONS TO THE POLICY AND
PROCEDURE MANUAL FOR THE WEST MEMPHIS FIRE
DEPARTMENT, AND FOR OTHER PURPOSES.
WHEREAS, the West Memphis Fire Commission has considered and recommended
changes to Section 17 of the Policy and Procedure Manual for the West Memphis Fire
Department; and
WHEREAS, the Arkansas Fire Academy will no longer be designing and writing
promotional tests Section 17.04 should be amended to permit the use of promotional tests
designed and written by a professional test writing company, using current IFSTA and NFPA
standards, approved by the Fire Commission; and
WHEREAS, Section 17.04 should be further amended to permit the recovery of the costs
of the test from those persons who register but fail to attend without permitted absence and in
other circumstances; and
WHEREAS, Section 17.10 should be amended regarding the review of test questions;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS, THAT:
SECTION L Section 17.04 of the Policy and Procedure manual of the West Memphis
Fire Department is hereby amended to read as follows:
Test will be designed and written by a professional test writing company, using
current IFSTA and NFPA standards, approved by the Fire Commission. An
outside agency will administer the test.
Promotional tests must be ordered before the scheduled test day and only
personnel who register will be eligible to take the promotional test. Notification
will be given at least forty-five (45) calendar days in advance of the test to register
through the training department. Any person who fails to attend once registered to
take a promotional test shall be assessed the cost of the test. The only exceptions
for absence without the charge for a test would be those approved by the West
Memphis Personnel Manual and any sickness will require a written doctor's
excuse. Any person who chooses to test at a level for which that person is not
qualified shall be charged the cost of the test.
SECTION 2. Section 17.10 of the Policy and Procedure manual of the West Memphis
Fire Department is hereby amended to read as follows:
Test questions missed may be reviewed at the Personnel Department by
appointment. Any challenges to test questions must be filed in writing to the
Personnel Department within fourteen (14) calendar days from the time test scores
are posted. Any challenges after fourteen (14) calendar days will not be accepted.
The Personnel Department will forward challenges to the approved test writer for
determination and their determination will be final.
