AN ORDINANCE W RIVING COMPETITIVE BIDDING FOR THE PURCHASE OF
SUR'f'~:ILL.~NCE EQUIPMENT, AND FOR OTHER PURPOSES.
WHEREAS, Arkansas Code Annotated Section 14-58-303 authorizes the waiving of

competitive bidding in exceptional situations where competitive bidding is deemed not feasible or
practical; and
WHERE.'~S. the West Memphis Police Department is in need of specialized state of the
art surveillance equipment for the Police Department; and
WHEREr~.S, the City Council determines that competitive bidding should be waived for
the reason that the specialized surveillance equipment to be purchased are unique to the
manufacturer; therefore, competitive bidding under such circumstances would not be feasible or
practical;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST Iv1EMPH[S, ARKANSAS THAT:
SECTION; 1. Competitive bidding is hereby waived for the purchase of specialized
surveillance equipment for a total cost of $17,977.17 t~ provide a state of the art surveillance
system for the West Memphis Police Department. These items to be purchased from Audio
Intelligence Devices of Deerfield Beach, Florida.

SECTION 2. All Ordinances or parts of Ordinances in conflict herewith are hereby
repealed.
