ENGINEERING SERVICES FOR THE PORT OF WEST MEMPHIS' FLOATING HOCK
PROJECT.
V1IHEREAS, ~4t~c-ar~sas Code -~4nnotated Section '19-11-80~, -et seq., provides the
procedure for the selection and negotiation of contracts for professional services, includinra
professional: engirieerir•tg servrees; and
WH€R€AS, competitive bidding for the procurement of professional engineering
services is prohibited: and
WHEREAS, the City of West Memphis is in need of contracting for .professional
engineering services for the- Port of West- Memphis` Floating_ Dock. Protect and_
iI~H~R~A~, the City of West Memphis has reviewed and evaluated the current
statements of qualifications and performance data on file, selected the required number of
firms and- negotiated a eontract with the fi~ eonsidered the best qualified and eapable of
performing the desired work, that being Ellers, Oakley, Chester &Rike Engineers;

WEST MEMPHIS, ARKANSAS, that the selection of Ellers, Oakley, Chester &Rike
Engineers to provide engineering serviees to the .City of West Memphis for the Port of West
Memphis' Floating Dock Project is hereby approved and the Mayor and the City Clerk are
hereby authorized to execute the necessary contracts on behal# of the City of West
Memphis for the engineering services to be provided by Ellers, Oakley, Chester &Rike
Engineers.
