This project will take high school drop-outs from Crittenden County, and for a year, pay them to complete their high school education (GED) and to gain on-the-job training in construction skills, while building houses for the low-income elderly of West Memphis. Success in attaining this grant will bring $350,000.00 to Crittenden County. The benefits to the community are several: The project will inject young skilled laborers into the construction industry It will enable the participants to gain marketable skills, and thus achieve independence from public assistance • It will demolish and rebuild dilapidated housing in tracts 304 and 305, in keeping with the community development consolidated plan. The entire project at this point, hinges upon our being able to fund actual construction costs (materials and fees) from a source other than YOUTHBUILD. Wdhout that piece, we cannot go forward. The Community Development Agency has identified a pool of funding which is remaining from an uncompleted project several years ago, money which can only go to an organization such as ours. To date, we are the only applicant for these funds, a total of $55,000.00. Our problem is this: our grant proposal must be sent by overnight delivery to Washington, D.C. on Wednesday, April 28, several weeks before the city council will officially commit the funding. Larry Jones suggested that you might feel comfortable giving us a letter in support of our grant and indicating the strong probability that this funding will be made available to us. If HUD understands that these funds are forthcoming, the extra points that our application scores could make the difference in our obtaining this grant. I have attached a description of the wording that HUD is looking for. As always, I appreciate the support you give this community and this college, and I look forward to talking ~tit~r you about this further.
