RESOLUTION NO.~~.
A RESOLUTION AUTHORIZING THE CITY TO ALIGN THE WEST MEMPHIS UTILITY
CflMMiSSiflN'S ELECTRICAL DEPARTMENT'S PAY SCALE WITH OTHER LEADING
OPERATIONS
WHEREAS, over recent years, the West Memphis Utility Commission's Electrical
Department personnel have received annual cost of living increases; and
WHEREAS, a shortage of experienced electrical workers has resulted in other
area electrical departments to drasfiicalty increase tfieir pay scale over and beyond
annual cost of living increases; and
WHEREAS, the West Memphis Utility Commission's Electrical Department has
lost four experienced electrical workers in tfie last year; and
WHEREAS, the West Memphis Utility Commission's Electrical Department's two
most senior and skilled lineman have both been offered positions paying over 25% more
than the Commission's pay scale; and
WHEREAS, the West Memphis Utility Commission's Electrical Department has
six openings, has been advertising the positions for six months, and has not been able
to recruit anyone; and
WHEREAS, the West Memphis Utility Commission's Electrical Department will
not be able to maintain its lines or restore power if it continues to loses personnel; and
WHEREAS, the West Memphis Utility Commission will not be able to hire
contractors to respond to power outages in the night, on weekends, or during holidays
because those kind of contractors do not exist in this area; and
WHEREAS, Entergy's, the state's largest electrical company, operational area
surrounds West Mempfiis, and Entengy fins an aggressive fiiring program, and
Conway's Electrical Department, when faced with similar personnel problems, adopted a
pay scale similar to Entergy's;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
flF WEST MEMPHIS, ARKANSAS, tfiat tfie pay scale for the West Mempfiis Utility
Commission's Electrical Department be set per the attached scale to tie it to Entergy's
and Conway's, that this pay scale become effective January 1, 2000, and that the West
Memphis Utility Commission submit an annual pay scale recommendation to the City
Council after surveying Entergy's and Conway's Electrical Department's pay scale.
