A RESOLUTION TO AMEND RESOLUTION NO. 1540
REMOVING A LIEN FOR GRASS CUTTING SERVICES PERFORMED
BY THE CITY OF WEST MEMPHIS
WHEREAS. Resolution No. 1540 adopted by the West Memphis Cit<~ Council on October 2, 1997
provides for the removal of a lien against the property owned by David T. Phillips at 519 North 16th Street,
West Memphis, Arkansas; and,
WHEREAS, Resolution No. 1540 incorrectly states that this lien was authorized by Resolution 1521
adopted by the West Memphis Cit<~ Council on February 6, 1997: and.
WHEREAS. the lien was imposed by Resolution No. 1522 and not Resolution No. 1521, and the City
~~~ishes to correct this error so that the lien against the propern~ o«ned by David T. Phillips at 519 North 16th
Street, in the Cit<~ of West Memphis, Arkansas. may be removed.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
WEST MEMPHIS, ARKANSAS, THAT:
The lien imposed by Resolution 1522 pursuant to the authority of Ordinance 1385 against the
propern~ o~~ned by David T. Phillips at 519 North 16th Street in West Memphis, Arkansas, is hereby
authorised to be removed.
2. The Code Enforcement Office is directed to forward a copy of this Resolution to the Crittenden
Count<~ Tai Collectors Office and to the property o~~ner.

A RESOLUTION AUTHORIZING THE REMOVAL A LIEN FOR GRASS
CUTTING SERVICES PERFORMED BY THE CITY OF WEST MEMPHIS.
WHEREAS, Resolution 1521 adopted by the West Memphis City Council certified
charges to be placed as a lien against certain property within the City of West Memphis, including
that property located at 519 N. 16th Street, for grass cutting services performed by the City of
West Memphis pursuant to Ordinance 1385; and
WHEREAS, Resolution 1521 certified charges of $111.02 to be placed as a lien against
the property owned by David T. Phillips at 519 N. 16th Street in West Memphis for grass cutting;
and
WHEREAS, it has come to the attention of the Code Enforcement Office that the lien of
$I 1 I.U2 placed against the property at 519 N. 16th Street in West Memphis was placed on the tax
books after ownership of the real property had been transferred to a new owner without notice of
the City's claim after the vrass cuttin~~ and before the imposition of the lien; and
WHEREAS, it is the recommendation of the Code Enforcement Office that the lien of
$ 111.02 placed against the property located at 519 N. 16th Street in West Memphis by
Resolution 1521 be removed;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARItANSAS, THAT:
1. The lien imposed by Resolution 1521 pursuant to the authority of Ordinance 1385
against the property owned by David T. Phillips at 519 N. 16th Street in West Memphis,
Arkansas, is hereby authorized to be removed;
2. The Code Enforcement Office is directed to forward a copy of this Resolution to
the Crittenden County Tax Collector's Office and to the property owner.

A RESOLUTION CERTIFYING THE AHOUHTS OF
LIENS I?iPOSED ON CERTAIN PROPERTIES FOR
GRASS CUTTING CONTRACTED BY THE CITY OF
WEST ZiE?SPHIS PURSUANT TO ORDINANCE 1385.
WHEREAS, Ordinance TIo. 1385, passed by the City Council of
the City of West Memphis, Arkansas, the 20th day of December,
1990, provided that the City Council may impose a lien: and
WHEREAS, the amount of the lien herein provided may be
determined at a hearing before the City Council held after thirty
(30> days written notice by certified mail to the owner or owners
of the property, if the name and whereabouts of the owners be
known, and if the name of the owner or owners cannot be
determined, then after publication of notice of such hearing in a
newspaper having a bona fide circulation in Crittenden County for
one (1) insertion per week for four (4) consecutive weeks: the
amount so determined at said hearing plus ten percentum (10%)
penalty for collection, shall be certified by the City Council to
the Crittenden County Tax Collector, and by him placed on the tax
books as delinquent taxes, and collected accordingly, and the
amount, less three percentum (3%) thereof, when so collected shall
be paid to the City of West Memphis, Arkansas
MHEREAS, upon due notice a hearing was held before the City
Council on February 6, 1997, for the purpose of determining the
amount of liens to be imposed on the herein described property;
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BEST ?!E2lPHIS, ARKANSAS that the following described properties
should have a lien imposed for grass cutting services performed by
the City of West Memphis pursuant to Ordinance 1385.
