A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS, APPROVING
THE STATEMENT OF COMMUNITY DEVELOPMENT
OBJECTIVES AND PROJECTED USE OF FUNDS FOR
THE ELEVENTH YEAR ENTITLEMENT INCREMENT OF
THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
PROGRAM, MAKING CERTAIN REQUIRED CERTIFICA-
TIONS TO THE U. S. DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT AND AUTHORIZING THE MAYOR
TO SUBMIT THE PROGRAM MATERIALS TO THE U. S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT,
LITTLE ROCK AREA OFFICE.
WHEREAS, the City of West Mewphis is desirous of undertaking
a variety of cowwunity iwprovewent activities with funds available
under the provisions of Title I of the Housing and cowwunity
Developwent Act of 1974, as awended; and
WHEREAS, the Statewent of cowwunity Developwent Objectives
and Projected Use of Funds for the Eleventh Year Entitlewent incre-
went dated May 19, 1994 has been prepared by the cowwunity Develop-
went Agency of West Mewphis; and
WHEREAS, the City Council has reviewed and discussed the
contents of the May 19, 1994 Statewent of cowwunity Developwent
Objectives and Projected Use of Funds for the Eleventh Year,
A recognizing that it ^ay wake changes during the present weeting;
and
WHEREAS, the City is so required to subwit to the U. S.
Departwent of Housing and Urban Developwent certain certifications
of cowpliance with applicable statutes and executive orders
associated with the cowwunity Developwent Block Grant Prograw.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY CDUNCIL OF THE CITY
OF WEST MEMPHIS, ARKANSAS:
1. That the Statewent of cowwunity Developwent Objectives and
Projected Use of Funds for the Eleventh Year cowwunity
Developwent Block Grant Prograw is hereby approved as a
Final Statewent in all respects to serve as the guiding
instruwent for the iwplewentation of the Eleventh Year
Prograw; said program to be adwinistered by the cowwunity
Developwent Agency of West Mewphis.
2. That the Mayor be and hereby is authorized to subwit to the
Little Rock Area Office of the U. S. Departwent of Housing
and Urban Developwent said Final Statewent of cowwunity
Developwent Objectives and Projected Use of Funds.
3. That the Mayor be and hereby is authorized to provide
additional inforwation to the U. S. Departwent of Housing
and Urban Developwent as way be required; and to certify
cowpliance with current requirewents for citizen
participation and public accountability in developing the
annual entitlewent increwent, with the requirewents of the
applicable civil rights laws and Executive Orders
pertaining thereto, with the requirewents that the

projected use of funds has been developed so as to give
^aximuw feasible priority to activities which will benefit
low- and moderate-income persons or aid in the prevention
or elimination of slums and blight, and with other
applicable laws; and that the Director of the Community
Development Agency of West Memphis be designated the "lead
person" for the Community Development Block Grant Program.
4. That this resolution shall be in full force and effect from
and after its passage and approval.
