A RESOLUTION TO AUTHORIZE THE USE OF THE WEST MEMPHIS
POLICE DEPARTMENT SHOOTING RANGE FOR TRAINING COURSES
AS PRESCRIBED AND APPROVED BY THE DIRECTOR OF THE
ARKANSAS STATE POLICE FOR THE PURPOSE OF ISSUING
LICENSES TO QUALIFIED APPLICANTS TO CARRY CONCEALED
HANDGUNS.
WHEREAS, Act 419 of 1995 established the procedures and
requirements for the State of Arkansas to issue licenses to
qualified applicants to carry concealed handguns; and
WHEREAS, prior to receiving a license, an applicant must
complete a training course as prescribed and approved by the
director of the Arkansas State Police; and
WHEREAS, Mid-South Community College proposes to make use
of the West Memphis Police Department shooting range
approximately two days per month in order to implement and
provide an approved training course; and
WHEREAS, the Police Commission of the City of West Memphis
has considered the proposal of Mid-South Community College and
recommends to the City Council that it be approved subject to
the availability of the shooting range for the desired dates and
conditioned upon all participants executing an appropriate
release of liability and upon notice to be provided to the Chief
of Police not less than two weeks prior to the desired dates.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS, THAT the proposal of Mid-South
Community College for the use of the West Memphis Police
Department shooting range for training courses as prescribed and
approved by the director of the Arkansas State Police for the
issuance of licenses to carry concealed handguns is hereby

approved subject to the availability of the shooting range for
the desired dates and conditioned upon all participants
executing an appropriate release of liability and upon notice to
be provided to the Chief of Police not less than two weeks prior
to the desired dates.
