AN ORDINANCE TO WAIVE COMPETITIVE BIDDING FOR THE
PURCHASE OF A THERMAL IMAGING SYSTEM FOR THE WEST
MEMPHIS FIRE DEPARTMENT AND FOR OTHER PURPOSES.
WHEREAS, Arkansas Code Annotated Section 14-58-303 allows waiving of competitive
bidding in exceptional situations where such procedure is deemed not feasible or practical; and
WHEREAS, the City of West Memphis and the West Memphis Fire Department have
received a grant from Coastal Unilube, Inc., for the purchase of firefighting equipment; and
WHEREAS, the Fire Department and the Fire Commission have determined that the
grant funds can best be used for the purchase of a VISIONS Thermal Imaging System from
International Safety Instruments; and
WHEREAS, the VISIONS Thermal Imaging System is a completely self-contained, hand-
held thermal imaging system specifically designed for the firefighting environment and it is the
smallest, lightest and most advanced firefighting thermal imager available;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS, THAT:
Section 1. Competitive bidding be waived by the City of West Memphis and the West
Memphis Fire Department for the purchase of one VISIONS Thermal Imaging System from
International Safety Instruments at a cost of $25,450.35.
Section 2. All ordinances or parts of ordinances in conflict herewith are hereby
repealed to the extent of such conflict.
