AN ORDINANCE TO AUTHORIZE ALDERMEN AND MEMBERS OF
THE CITY COUNCIL TO PURCHASE SERVICES FROM ETHEL
WILLIAMS D/B/A KYMESTRI FOR MUSICAL ENTERTAINMENT FOR
THE CITY OF WEST MEMPHIS,AND FOR OTHER PURPOSES.
WHEREAS,A.C.A. § 14-42-107 states that in order for Aldermen, Members of
the City Council or any elected official to conduct business with the City, that it is
necessary that an Ordinance be passed by the Governing Body, specifically,permitting
Aldermen, Members of the City Council or any elected official to conduct business with
the City and prescribing the extent of such authority; and
. WHEREAS,the City of West Memphis desires to utilize the services of Ethel
Williams doing business as Kymestri to provide musical entertainment for the City of
West Memphis; and
WHEREAS,Ethel Williams is currently employed by the City of West Memphis
and, as such, has a"direct or indirect" interest in the profits of such hiring, thereby
requiring prior approval of such hiring by the City Council of the City of West Memphis;
NOW, THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF WEST MEMPHIS,ARKANSAS, THAT:
SECTION 1. That authorization be given for the City of West Memphis,
Arkansas to be furnished services by Ethel Williams doing business as Kymestri and this
Ordinance be made retroactive for services purchased beginning October 1, 2022.
