A RESOLUTION INSTRUCTING THE MAYOR OF WEST MEMPHIS TO
OBTAIN A PUBLIC ACCOUNTING OF THE BUDGET AND ACTIVITIES OF
DRAINAGE DISTRICT NUMBER SIX AND DRAINAGE DISTRICT NUMBER
TWO.
WHEREAS, the City of West Memphis lies within Drainage District Number Six and
Drainage District Number Two; and
WHEREAS, the funding for the Drainage Districts from property taxes; and
WHEREAS, the citizens of West Memphis are therefore paying those property taxes; and
WHEREAS, the West Memphis City Council does not know what work has been
performed in the city limits by Drainage District Number Six or Drainage District Number Two,
what work is planned to be performed in the city limits by Drainage District Number Six or
Drainage District Number Two, or how the taxes paid by city citizens are being spent; and
WHEREAS, this information is a matter of public record subject to the Freedom of
Information Act; and
WHEREAS, the activities of Drainage District Six and Drainage District Number Two
• are of vital interest to the citizens, not only because of the taxes paid, but also because the
maintenance of area ditches is critical to the proper functioning of the City's drainage system;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS, that the Mayor of West Memphis be instructed to
contact the County Judge and obtain copies of the expense and work records of Drainage District
Number Six and Drainage District Number Two for the past 5 years, for Drainage District
Number Six's and Drainage District Number Two's work plan for the next 5 years, and for a list
with the names and phone numbers of the commissioners on Drainage District Number Six's and
Drainage District Number Two's board.
