2616 ORDINANCE NO. 24 'C AN ORDINANCE GRANTING A SPECIAL USE PERMIT FOR THE PROPERTY LOCATED AT 1509 COUNTY ROAD 310,PERMITTING A SUSTAINABLE AVIATION FUEL PRODUCTION PLANT IN A I-2 HEAVY INDUSTRIAL ZONING DISTRICT. • WHEREAS, application has been made to the City Planning Commission, on November 17, 2022, for a Special Use Permit allowing a Sustainable Aviation Fuel Production Plant, as required by Ordinance No. 2591, as amended. WHEREAS, after notice had been published for the time and in the manner as provided by Ordinance No. 2591, as amended, the matter was heard by the City Planning Commission on Thursday,November 17, 2022, and the Planning Commission - • - recommended a Special Use Permit be granted to allow a Sustainable Aviation Fuel Plant at S Port Rd, located in a I-2,Heavy Industrial, with the following criteria: 1. There being no further business, meeting adjourned. 5 INtABA 1111 11.11.1 RENEWABLE FUELS DE'CA'RBONIZINGTHEWORLD • • October 27, 2022 RE: Special Use Permit for Indaba;Renewable Fuels West Memphis LLC 895 Dove St. 3'a Floor,Newport Beach,CA 92660 : • West Memphis Planning Commission; • Indaba Renewable Fuels is requesting approval by Special Use Permit for design of a'6,500 barrel per day Sustainable • Aviation fuel:(SAF) Plant in the West Memphis Port area, converting what would•ty'pically be a waste.stream to a transportation fuel. The feedstock for the plant will be used cooking oil. The plant will consist of a Pre-Treatment Unit,, an SAF Production 'Unit, a Hydrogen Unit, and associated•Utilities, Storage Tanks arid Truck/Rail • loading/anldading along with a combined Administration/ Control Room/Maintenance/Warehouse Building. The plant will be very similar to a portion of an.Oil Refinery: Future expansion is planned to build additional process units as a second plant on thesame property. The plants will require connections for electricity(15/25 MW typical/peak),, • natural.gas (155/500 MMBtu/hr typical/peak),water.(375/775 typical;peak) and wastewater services (100/175 gpm typical/peak)..We plan to install a liquid barge loading:dock along the river connected to the plant by a short pipeline.
