2639 ORDINANCE NO. 26 435
AN ORDINANCE TO AUTHORIZE MEMBERS OF THE CITY
COUNCIL TO PURCHASE SERVICES FROM KATHY LYNN BAKER
D/B/A MRS. B'S TRANSPORT SERVICE, AND FOR OTHER PURPOSES.
WHEREAS,A.C.A. § 14-42-107 states that in order for Members of the City
Council or any elected official to conduct business with the City, that it is necessary that
an Ordinance be passed by the Governing Body, specifically,permitting Members of the
City Council or any elected official to conduct business with the City and prescribing the
extent of such authority; and
WHEREAS,the City of West Memphis desires to utilize the services of Kathy
Lynn Baker doing business as Mrs. B's Transport Service to provide assistance with
hauling animals for the City of West Memphis; and
WHEREAS, Kathy Lynn Baker is currently employed by the West Memphis
Animal Control and, as such, has a"direct or indirect" interest in the profits of such
hiring, thereby requiring prior approval of such hiring by the City Council of the City of
West Memphis;
WHEREAS, Kathy Lynn Baker has been providing assistance with hauling
animals to the City of West Memphis since January 1, 2017, and the City Council finds
that this Ordinance should be made retroactive for services purchased beginning January
1, 2017, in the total amount of$23,989.69; •
NOW, THEREFORE,BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF WEST MEMPHIS, ARKANSAS, THAT:
SECTION 1. That authorization be given for the City of West Memphis,
Arkansas to be furnished services by Kathy Lynn Baker doing business as Mrs. B's
Transport Service and this Ordinance be made retroactive for services purchased
beginning January 1, 2017, in the total amount of$23,989.69.
