He said originally, they wanted to put up 4 billboards, but the Planning Commission felt that was to many billboards and would be a sight hindrance for people driving along the interstate. Mr. Bowman proposed to the developer and contractor that they sub-divide the property into 2 lots and put up 2 billboards. The State Highway Department will have the final approval; however, they are required to present it to the Legislative body and go through the Planning process before presenting it to the State Highway Department for final approval. There being no further discussion. Mayor McClendon asked for permission to suspend the ordinance rules and place the ordinance on its second reading. Discussion followed: Councilor Croom and Councilor Holt said they wanted to wait to read it out.Councilor Croom asked Planning& Development Director,Chad Bowman to give the council an explanation of the ordinance. Mr. Bowman said that the ordinance to establish fees for permits and inspections at residential and industrial rates within the city limits of West Memphis,Arkansas was previously approved by council on February 1, 2024, and assigned ordinance number 2662. Mr. Bowman said that he noticed that a typo error had been made in regard to the number of days that a Certificate of Occupancy would cover with the new fee amount that was approved for a Certificate of Occupancy permit for businesses operating as a Temporary Enterprise which is primarily Food Trucks, and other retail sales businesses such as Government Cell Phone Tents, Holiday gift basket sales etc.A Temporary Occupancy permit currently allows them to set up on a business property that has a brick-and-mortar location and only during the hours that the business is open with written permission from the actual property owner for 10 consecutive days at$10.00,so long as they have been issued a City Privilege license from the clerk's office, present a health food license if they sale food and have a Certificate of Occupancy that must be renewed every 10 days. Mr. Bowman said he was originally presenting this as an amendment to ordinance 2662 because of a typing error. It should have said $50.00 every 30 days not$50.00 every 6 months. Mr. Bowman said under the advisement of City Attorney Stephenson they are asking that ordinance 2662 be repealed and that council adopt a new ordinance with the correction. Mr. Bowman said it will limit the amount of times that a business needs to renew their Certificate of Occupancy and allow them to operate a longer period of time, it will also allow the permitting and code enforcement office to better track these types of business for compliance. Mayor McClendon asked Mr. Bowman to schedule a public meeting before the next scheduled council meeting. The mayor also said that he would like his staff to schedule an educational session to inform people interested in operating a business or temporary enterprise business of the requirements. He said that he was recently made aware of a food truck from out of town that set up on someone's property that did not have the owner's permission, nor did they have a city license or permit, but posted on Facebook that West Memphis was not a business- friendly town because they were asked to leave the property by the owner. Mayor McClendon said if the local food trucks are required to comply,so are out of town food trucks and temporary business. There being no further discussion. Mayor McClendon asked if council wanted to read the ordinance out today or wait until the next council meeting. Councilor Holt said he would like to place the ordinance on it second reading and then read it a third time at the next council meeting. Councilor Catt made the motion, seconded by Councilor Bruce,to suspend the rules, and place the ordinance on its second reading. Upon voice vote, voting was unanimous. City Attorney Stephenson read the ordinance by title only for the Second time. The ordinance will be placed on the April 4,2024, council agenda for its third reading. In January 2024, MISO changed the rules from an annual construct to a seasonal construct for capacity requirements as a load serving entity, they are responsible for securing enough capacity to serve all the homes in the City of West Memphis. This amendment is to purchase the additional capacity because of the rule change in the winter months verses letting it go to market. I thank them for belie ring in this administration as we keep this city moving forward and giving our citizens something to be proud about. Our vision and purpose have always been to turn our attention into improving the city. We are committed to our residents. My administration remains committed and dedicated to strengthening our communities and improving the quality of life for all our residents. We start our council meeting with prayer, that. God will guide our direction that we are pleasing within his site. I believe as council and mayor, we must continue to support the will of the people, be their voice and commit to making West Memphis a better city. I embrace the challenges ahead. There may be hills to climb but I look back to see all the hills we have overcome. Wherever the challenge is, we must embrace it. Whether it's opportunities for our children, adults, or, seniors we must move now to make these things happen. I ask all of you to look 50 years down the road and I ask youSELF did you make significant changes to make our city better. Did I commit to making the tough choices that my grandchildren and great grandchildren are here in West Memphis because of the decisions that I made. Was my decision the right decision or the popular decision. Did I think outside the box to make decisions that made a great impact on this community. West Memphis is a city that's filled with opportunities. There are going to be issues that need to be addressed. It really doesn't matter who is the middle seat because it takes all of us to make West Memphis be what we all know it can be. When I focus on the many accomplishments our city families' members are achieving, this year co insides with our yearly goals. Keeping this city clean has defiantly been a goal of mine. When I got the New Sanitation Director he knew my expectations. We changed the routes to support the days of the week for a better daily cleaning. Then he brought leadership to the shop and gave directions and lifted morale. Our goal of keeping this city became a reality. Where there's always room for improvement, I believe we are on the right track. Our grass and demo team went into a trailer park and cleaned and demo a dead area and gave it life. Took an area from darkness and despair to opportunity and light. The people were truly proud of this invested and glad of not being forgot about because of their local income statue. We were once again able to promote housing and enco,._rage new builders to build. • I Our planning department now can promote housing and encourage new builders to build has brokered deals to take ownership of existing properties, they have also focused on areas that may have been overlooked for some time and started a functioning land bank. Yes, our focus has been on cleaning this city up from the east to the west. This feeling has also been echoed by members of this vey council. Making it more pleasing, whatever end you enter this city, you can be proud. Yes, we have enforced some of the very laws you all have written. Whether it is residential or commercial. We must set a standard of expectation that's never been here be'ore. If we the citizens don't expect greatness, why would anyone else expect too. We have started educational classes to help with home buying, because we understand homeowners take a little more pride in their homes than someone renting. Yes, we do all we can to hold landlords accountable in not just making money but providing a home for those who are unable to buy now but a comfortable housing situation to the family and the outer community. This year we have some goals. Pt to make West Memphis A friendly PLACE TO DO BUSINESS IN. Set a standard of how we can help you with your business. Help guide business entrepreneurs through a smooth transition of beginning in West Memphis. Our fire department has taken their service to the next level by creating a jr. firefighting program for inner city youth to expose them to what we do in the fire service. Preparing a level responsibility to our young people who may want to serve this community in a fire compacity. Partner with Boys & Girl club for job readiness and advocating for EMT courses in our school district. They have started their own non-profit to gather funds to help them in their own endeavors. Our Park & Recreation department has taken our parks to the next level. Planning yearly events, overseeing the High Tow r Park improvements, Upgrading, and taking care of all our existing parks. Completing the new Inclusive Park that's designed for children with disabilities. Getting ready to jump start renovations to our Tilden Rogers Park Complex. See we are Giving our young people something they can enjoy. See an idol mind is a devil's workshop. We are providing activities for our children to do. When want our youth to have so much to do, crime and etc. doesn't even cross their minds. I will soon be coming to you about a Bike Pump track that we can serve, Starting at our trail head. Something that will give our bikers a new form of activity, another recreation for our youth and allow us to do more cleaning on the east of town. Our utility department has installed fiber in many parts of our city. Giving our city a system and pathway to affordable internet. Continuing to improve on necessary services all while maintaining some of the lowest rates in our city. I'm so proud of our economic development department. We have been swinging hard for a long time. Being consistent, dedicated, and focused, I believe economic development has placed West Memphis in a situation where we can truly be proud, real soon. Family Dollar is official and ready to kick off with a total of 600 employees by July. This will allow families in West Memphis and surrounding areas to be gainfully employed. Many more opportunities to be announced. IM HAPPY AND THAT'S ALL I CAN SAY. I'm proud that for the 1st time in WEST Memphis history, the animal shelter is getting a new home. Through a public private partnership with Southland, we were able to provide a new home for the director and staff, giving a new sanctuary and care facility for our animals. Crime continues to decrease in our city. I thank the men and women who works hard to protect and serve our community. I thank the officers who are part of our community outreach as well 'as the officers who are trenches in fighting crime, reducing guns in our street, and maintaining a level of protection in our city. The citizens believe in this message of Hope for this community. Their actions have shown that they support this administration's actions. Making better decisions day to day. Yes 1 crime is 1 crime too many, but not by my words but by,facts to support this. In 12 of the 13 categories, crimes continue to drop by at least 40%. A & P continues to think outside the box with endeavors of showing the city possibilities. When I think of the department's heads, I'm happy to the directions of where we are going in. I reflect on my question to this council, how we done everything we could to make this city great. As mayor.I'm always goi-ig to focus on ideas, meet with individuals to move this city forward. Now I'm asking the legislative body to get on board with me as.we continue to make things happen. I understand you have a big role in legislating this city and overseeing a balanced budget. But I have an obligation also to administrate this city and a vision I believe God has giving me. I'm getting ready to invite you all to a think crazy meeting and ask for some things you may not see. But I ask that you believe in my direction but follow your legislative and budget obligation. Every small city around us has taken ideas that I first have throughout, and some didn't follow for many different reasons. Let's continue to work together but it's my goal that our legacy be cemented in history because of what we have done to help the people of West Memphis and this city. Let's stop being the city that just talking about change but being about change. KEEP IN MIND, WHERE WE CAN BE AND WHERE WE ARE NOW IM GOING TO COME AND ASK YOU! I WANT YOU TO THINK BIG! WE ALL MUST UNDERSTAND WE.WORK FOR THE PEOPLE & NOT OURSELVES. . THE YEAR WE ARE IN IS 202FORWARD STATE OF MIND, LETS MOVE WEST MEMPHIS 202FORWARD. Thank you and may God bless.
