NEXTDOOR NEIGHBOR ADJOURNMENT: ti MINUTES WEST MEMPHIS CITY COUNCIL April 18,2024 A regular meeting of the West Memphis City Council was held on Thursday April 18,2024, at 5:00 p.m. in the City Council Chambers at City Hall, 205 S. Redding,West Memphis, Arkansas.-The invocation was given by Councilor David Murray followed by the Pledge of Allegiance led by Councilor Wayne Croom. CITY OF WEST MEMPHIS-WATER TOWER-KENNETH JOHNSON 2.WEST MEMPHIS UTILITIES-TREE TRIMMING PROGRAM-WARD WIMBUSH Councilor Croom asked for an explanation of the bid for the Water Tower. Purchasing Director, Kenneth Johnson said that he just did the bidding process. Community Development Specialist, Raymond Whiteside provided an explanation. Mr. Whiteside said that when they met with the Viking representative, they explained that there were two things that they could do, one would be to do just a_ simple pressure wash of the tower and the second would be a high-pressure wash but that would increase the cost. They would clean it up and then apply a poly urethane coating that would help the paint to adhere better. Councilor Croom said the description of the painting showed that they would not be painting everything. Mr. Whiteside said the roof, bottom and legs would not be painted, only the cylinder. Councilor Mondy said the legs have the most rust and look bad. Mayor McClendon said if the council were willing to approve allocating additional funds to paint the legs, he would like to see the legs be painted also. The mayor said the bid came in at$47,000 dollars to do the cylinder. It would be an additional $30,000 dollars to paint the legs. The mayor said It would be a 50/50 split between the city and Advertising and Promotion. Councilor Harris asked if the tower could be spray painted. Mr. Whiteside said the other bid was for spray painting but when they met with the Viking representative, he said it would not adhere as well. They also talked about a design that would fade well. They explained that when they sand blast the tower and put the polyurethane coating on it to kind of prime it the application would be kind of a weathered look and would look good for up to seven or ten years and have a rustic look. That process would also entail draping off the tower and having to test for lead base paint contaminants and having to shut down lanes or businesses. Mr. Whiteside they were trying to keep it cost-effective and get it done as quickly as possible while enhancing the esthetics of the Downtown District. CVB Director,Jim Jackson explained that it was intentional to leave the legs unpainted to give the tower a rustic nostalgic look. The company that was the low bidder is experienced in the restoration of water towers all over the country and they also do the sandblasting and abatement of lead base paint. Councilor Croom asked who would choose the design. Mr.Jackson said that they have a committee that would choose the design. Councilor Holt asked who would be paying for it. Mayor McClendon explained again that 50%would come out of the Main Street Revitalization budget and 50%would come from Advertising and Promotion. Councilor Mohammed said that she understood the concept of them wanting to keep a rustic look but asked about improving the looks of the legs and if anything could be done to improve them. Mayor McClendon said if the council were willing to allocate more money they could improve the appearance of the legs of the tower:Councilor Mohammed said that they have a scheduled budget meeting for April 25, 2024, at 12:00 p.m. and they could discuss allocating additional funds to improve the legs of the tower and bring it back to council for approval. Purchasing Director, Kenneth Johnson said that they would get an estimate from Viking for the cost of painting the legs before the budget meeting. There being no further discussion. Upon voice vote, voting was unanimous to approve the bid for the Water Tower as presented. Utility Manager Bob Atkins gave council an explanation of the Utility Tree Trimming Bid. Mr. Atkins said the bid is for utility line clearance for the removal of tree limbs that grow into utility lines to prevent outages from happening during heavy storms. Mr. Atkins said they have verified the company's qualifications, safety records, equipment and checked their references and they come highly recommended. This will be on a 3-year rotation. The company is out of Olive Branch Mississippi. Ms. Phelix said they used a score sheet to select the applicants that identified the roofs that were most in need. The criteria for selection were based on income, age, and square footage. This was necessary because there were more applicants and need than there was money,so they needed to select roofs that were not too big. They selected smaller homes and homes that would provide the most benefit. They notified 14 applicants that they were selected for consideration out of those 14 they were able to eliminate 5 and out of those 5 homes 2 were eliminated because they had already received services in previous years, 1 did not respond, and 2 because they did not meet the income eligibility criteria to receive services. Ms. Phelix said they will be repairing 9 roofs. There were 3 contractors to bid on the 9 homes. In 2019, the City commissioned Minneapolis urban artist Randy Walker to decorate the structure with lights. Note: the lights will be staying and can be incorporated into the design. Also, West Memphis has a rich blue history. Music should be involved. On the next page is a summary from https://www.arkansas.com/articles/blues- history-arkansas In addition to Helena, there have been other blues hot spots in Arkansas over the years. By the late 1940s, West Memphis, located 75 miles northeast of Helena and directly across the Mississippi River from Memphis, had become quite a blues center in its own right. Several clubs and juke joints were located along Eighth Street, which was known as "Little Chicago."Sonny Boy Williamson played a role here as well. In 1948 Williamson moved to West Memphis and performed on the Hadacol Tonic show at radio station KWEM. In 1949 Chester "Howlin' Wolf" Burnett, another highly popular bluesman, began broadcasting on KWEM and advertised a variety of products, including tractors and plows. Other bluesmen who performed at the station and in West Memphis'clubs were B.B. King, Elmore James, "Forest City Joe"Pugh and Willie Love. Williamson made the town even more famous when he wrote "West Memphis Blues," which tells about the burning of his house at Ninth and Polk streets after lightning struck it. One of the most popular nightclubs in West Memphis was the Square Deal Cafe, also known as the 16th St. Grill or Miss Annie's Place. The club was operated by Annie Jordan. It was here that B.B. King got his first steady paying gig in the late 1940s. Williamson and Howlin' Wolf also played here.
