Wi-fEREHS, the City or West Memphis is receiving Federal funds
from the Department of Housing and urban Ltevelopment under the
Community Development aloc~c t;rant F°rogram; and
WHEREAS, the City Council has previously authorized the
expenditure of Community Development Hlock Brant funds for the
purpose of making housing improvements andlor repairs; and
WHEREAS, the City has cond~_tcted p~~blic hearings to obtain
citizen input and views concerning the proposed Housing
Rehabilitation Program; and
WHEREAS, on the basis of citizen input and review, the City
Council is hereby amending the maximum limit for the Housing
Rehabi 1 itat ion program from ~B, 5t:~t~. t?G to f 1 i, t:~OC?. ~~C~ for each
structure and to increase the waiting period from three t37 years to
five i5) years before an applicant may reapply for assistance and to
evaluate ail structures to determine feasibility of structural
soundness before final approval is given for assistance; and
WI-iEREAS, on the basis of citizen input and review, the
ommunity Levelopment Agency "ryas amended the policy document
concerning the authorization of the %ity Councii to implement the
amendments far the Ho+_ising Rehabilitation Program that was presented
for review at this meeting.
IVOW THEREFORE, HE IT RE50LVED by THE CITY COUNt:viL OF THE CITY
OF WEST MEMF'H I S, ARKANSAS :
1. That the '°t='olicies Document for Housing Rehabilitation",
dated .~~dne 19y.:~, is hereby approved as an official policy guideline
in ail respects to serve as the guiding instrument for the
implementation of the Housing Rehabilitation Program by the
Community Development Agency of West Memphis.
That this resol+_~tion shall be in full force and effect from
and after its passage and approval.
