AN ORDINANCE TO WAIVE COMPETITIVE BIDDING ON PROFESSIONAL
ACCOUNTING SERVICES, AND FOR OTHER PURPOSES.
WHEREAS. Arkansas Code Amiotated Section 14->8-3O3 allows waiving of competitive bidding in
exceptional situations where such procedure is deemed not feasible or practical; and
WHEREAS, the West Memphis Utilit<~ Commssion requires professional accounting services for its annual
audit and the Utility Comnssion has presently retained the services of Dodge, Thomas, Goss and Owens, Ltd. which
firm is familiar with the finances and procedures of the Utility Commission and capable of providing the required
accounting services; and
WHEREAS. it would not be financially feasible or practical to conduct competitive bidding for such
professional services;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST
MEMPHIS, ARKANSAS:
1. That competitive bidding be waived for the following services to be used by the City, described as
follows:
Professional accomlting services for the 2003 annual audit of the West Memphis Utility Commission.
