RESOLUTION N0. ~(~
WHEREAS, the citizens of West Memphis, Arkansas, were
shocked by the sudden death of Dick Rains, a longtime employee
of the West Memphis Utility Department, for 38 years; and,
WHEREAS, Dick Rains held the position of Department Head
in charge of the Water Department of the West Memphis Utilities
and performed his job with distinction; and, was well-liked
by all the employees and citizens who knew him; and,
WHEREAS, during the time that Dick Rains was head of
the Water Department of the West Memphis Utilities, our water
system has been superb and has been commented on by outside
citizens favorably, and the rate has been competitive with
neighboring towns; and,
WHEREAS, we will remember Dick Rains for his record and
work performed for the City of West Memphis which will be a
tribute to his many fine years of service with this City;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF WEST MEMPHIS, ARKANSAS that they wish to pause
at this time to pay tribute to Dick Rains for his many years
of long and dedicated service to the City of West Memphis,
Arkansas, and express our sorrow to his Wife and Family in
his death; and,
BE IT FURTHER RESOLVED that a copy of this Resolution
be sent to Mrs. Peggy Rains, 380 Garrison, West Memphis, Arkansas.
