WHEREAS, Judge Howard Templeton issued a Temporary Restraining
Order in the amount of $35,000.00 in favor of Carl Baskins and
Steve Baskins, which was the amount set for their property which
the City of West Memphis, Arkansas, wishes to take to construct

WHEREAS, at some future time this matter will be heard before
a jury to determine what is a fair and just amount of money that
Carl Baskins and Steve Baskins are entitled to; if any,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS, that the City Council authorizes
the Mayor to sign a bond in favor of Carl Baskins and Steve Baskins
in the amount of $35,000.00.
The condition of this obligation is that the bond will indemnify
Carl Baskins and Steve Baskins for whatever amount a jury will
determine their property is worth, if anythin ,/
