WHEREAS, Mr. Robert L. Smith was the first City Attorney
of West Memphis, Arkansas, to establish a full-time office
in the West Memphis City Hall; and
WHEREAS, Mr. Robert L. Smith served the City of West
Memphis as City Attorney for fourteen (14) years since July
t of 1972, and previously to that time he served six (6) years
as a Member of the West Memphis City Council; and
WHEREAS, Mr. Robert L. Smith diligently served the tax-
payers of the City of West Memphis, Arkansas, by prosecuting
offenders of the law in Municipal Court; and
WHEREAS, Mr. Robert L. Smith served on numerous
Commissions and Committees for the City of West Memphis,
Arkansas, in an advisory capacity; and
WHEREAS, Mr. Robert L. Smith attended the meetings of
the West Memphis City Council and provided professional
legal advice to City officials regarding all aspects of
municipal matters; and
WHEREAS, Mr. Robert L. Smith was instrumental in the
adoption of Resolution 86-1 by the City Attorney Association
of the State of Arkansas to amend the Arkansas statutes and
provide retirement benefits to City Attorneys after ten (10)
years of service, in order to encourage experienced attorneys
to continue in office; and
WHEREAS, Mr. Robert L. Smith has served as advisor to
the Fire Chief, the Police Chief, the Airport Commission and
the Utility Commission;
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARRANSAS:
That the City Council appreciates and will greatly miss
the services of Mr. Robert L. Smith for the contributions he
has made to the City of West Memphis during the many years
he served as a Member of the West Memphis City Council and
as West Memphis City Attorney.
