WHEREAS, Mr. Leo Chitman was first elected to the office
of Mayor of the City of West Memphis, Arkansas, in 1982 and
served for four (4) years, through 1986; and
WHEREAS, Mr. Lea Chitman has served as a dedicated,
hard working and conscientious elected official and has
through his years of service faithfully served his consti-
tuents, his City, State and Nation by his service in elected
office; and
WHEREAS, during the time Mr. Leo Chitman served as Mayor
of the City of West Memphis, Arkansas, he attended the HUD
sponsored National Rental Rehabilitation Conference in
Washington, D. C. and he accepted the United Nations
International Year of Shelter for the Homeless Special Merit
Award on behalf of the City of West Memphis and the par-
ticipants of the West Memphis Public-Private Sector Home
Improvement Program; and
WHEREAS, during his Administration as Mayor of the City
of West Memphis, Arkansas, there has been increased
industrial development and housing development to the bene-
fit of the citizens of West Memphis, Arkansas;
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARRANSAS:
That the City Council appreciates and will greatly miss
the services of Mr. Leo Chitman for the contributions he
has made to the City of West Memphis during the years he
served as the Mayor of the City of West Memphis, Arkansas.
