WHEREAS, Mr. Clarence Guin was first elected to the West
Memphis City Council in 1982 and served for Four (4) years,
through 1986; and
WHEREAS, Mr. Clarence Guin has served as a dedicated,
hard working and conscientious council member and has
through his years of service faithfully served his consti-
tuents, his City, State and Nation by his service in elected
office; and
WHEREAS, during the time Mr. C1Qrence Guin served on the
City Council he has served on the following committees:
Police, Sanitation, Insurance, Fire, Mosquito Control, Taxi
and Annexation; and
WHEREAS, Mr. Clarence Guin has distinguished himself as
a member of the Insurance Committee and negotiated a
contract for health insurance whereby employees were given
increased benefits; and
WHEREAS, Mr. Clarence Guin as Chairman of the Sanitation
Committee negotiated with several concerns regarding the
landfill tentative agreement with the County regarding the
disposal of solid waste; and
WHEREAS, Mr. Clarence Guin did serve also as a member of
the Budget Committee where his expertise in the insurance
industry allowed him to advise and counsel on matters per-
taining to the city's finances; and
WHEREAS, Mr. Clarence Guin served as liason between the
West Memphis City Council and the Utility Commission; and
WHEREAS, Mr. Clarence Guin was given the opportunity to
assume an executive position in the insurance business and
found it necessary to vacate his position on the City Council;
THEREFORE, BE IT RESOLVED BY THE CITY COONCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS:
That the City Council appreciates and will greatly miss
the services of Mr. Clarence Guin for the contributions he
has made to the City of West Memphis during the many years
he served as a Member of the West Memphis City Council.
