WEST MEMPHIS, ARKANSAS
I. Content
Amendment No. 1 to the Community Development Block Grant
Program consists of six (6) pages of narrative text.
II. Purposes of Amendment No. 1
The principal purpose of Amendment No. 1 is to reallocate
funds among the approved activities that are part of the
B-85 Program and to add a new activity to the B-87 Program.
This Amendment accommodates adjustments to these two pro-
grams which will allow the City to complete implementation
in an efficient and effective manner and to readdress new
opportunities for assistance to low- and moderate-income
residents within the community.
III. Provisions of Amendment No. 1
The B-85 and B-87 Community Development Block Grant Pro-
grams are hereby revised and amended to wit:
A. Second Year Program tB-85-MC-05-0009)
1. A substantial majority of the B-85 Program has
been completed and over 98% of all funds have
been expended. Slight adjustments need to be
made in budgetary amounts in order to reflect
completion of activities to date and to reassign
some monies saved through implementation of the
Program. None of the activities included are be-
ing deleted or reduced in any manner through this
Amendment. The principal purpose is to primarily
reallocate some cost savings realized in comple-
tion of the public facilities improvements.

and the above-described changes, the cost esti-
mates for various activities are revised as

B. B-87-MC-05-0009
1. This Amendment deletes the monies allocated to
acquiring a new park site. After extensive re-
view and consideration of available sites for
purchase, it has been determined that the
selected area is subject to extensive flooding,
and therefore is no longer deemed a feasible nor
desirable activity. This activity is being de-
leted in its entirety from the B-87 Program.
2. A new activity of relocation assistance is being
added to the B-87 Program and being funded in the
amount of $65,000. The principal purpose of this
activity is to provide assistance to low- and
moderate-income homeowners who lost their dwell-
ings through the devastating tornado which struck
West Memphis in December 1987. This activity is
being added pursuant to Section 570.606(b) of the
Rules and Regulations pursuant to the Block Grant
Program. Said relocation payments will be made
to individuals and families subject to the fol-
lowing conditions:
a. The recipient individual or family must have
been a homeowner whose dwelling unit was to-
tally destroyed by the tornado which struck
West Memphis in December 1987.
3
b. The recipient individual or family must be
qualified as being a low- or moderate-income
individual or family in accordance with HUD
Rules and Regulations.
c. This will be for new construction only in
order to further the objective of increasing
the supply of housing for low- and
moderate-income persons in light of the tor-
nado; and said unit must be constructed
within the city limits of West Memphis.
d. In awarding relocation assistance payments,
the City will follow the existing priority
list which it has had established for .the
Emergency Housing Repairs Program. Several
homeowners whose homes were destroyed al-
ready had standing with respect to the
Emergency Repairs Program and it is the in-
tent of the City Council that these persons
should be considered first. Until this list
is exhausted with respect to qualified ap-
plicants for this relocation assistance, no
new applicants will be considered.
e. A maximum relocation assistance payment of
$8,500 will be awarded. The City may reduce
4
the maximum relocation assistance payment if
insurance funds have been received by the
individual or family due to loss of their
home in the December 1987 tornado.
3. The program budget for the B-87 CDBG Program is
revised as reflected below on the chart which
indicates the overall program activity, the cur-
rently approved budget allocated for the
activity, and the amended budget amount as ap-
proved herein through this Amendment.
