AMENDMENT NO. 3
DECEMBER 4, 1989
TO THE
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
B-88-MC-05-0009
WEST MEMPHIS, ARKANSAS
I. Content
Amendment No. 3 to the Community Development Block Grant
Program consists of five (5) pages of narrative text.
II. Purpose of Amendment No. 3
The principal purpose of Amendment No. 3 is to reallocate
funds among the previously approved activities that are
currently part of the 8-88 Program through the deletion of
an existing activity, additional funds being allocated for
a site improvement activity, and providing funding for two
new activities, namely demolition and clearance, and hous-
ing rehabilitation. This Amendment is intended to
accomplish adjustments to the overall program which will
allow the City to complete the implementation of various
activities in the most efficient and effective manner pos-
Bible, and to continue meeting needs and opportunities for
assistance to low- and moderate-income residents within the
community.
III. Provisions of Amendment
The B-88 Community Development Block Grant Program is
hereby revised and amended to wit:
1. The allocation of $300,000 toward the engineering
design for the Southeast drainage improvements
under the category of Public Facilities Improve-
ments is herein deleted. The City is still
actively working with the Corps of Engineers and
other agencies toward solving the serious flood-
ing problems of the .Southeast part of our
community. However, to date, the overall timing,
sequence and funding of activities have not been
agreed upon to a point which would allow the City
to proceed in expending these monies. It is the
intent of the City, as a result of this Amend-
ment, to allocate a similar amount of funding in
the B-89 Program. The current temporary deletion
of these funds will allow other important site
improvement activities to proceed in their
implementation in an effective manner.
2. The public facilities improvements also currently
includes in the B-88 Program an amount of $93,000
which is designed to partially fund the' widening
and reconstruction of South 12th Street from Polk
south to Jackson, a distance of four blocks.
2
i
Combined, it is anticipated that this project
will require slightly in excess of $370,000 and
it is being partially funded with $50,806.47 from
the B-87 Program. The $93,000 currently allo-
cated for this activity from the B-88 Program is
being increased in order to complete funding this
year. This will increase total funding for the
B-88 Program to $320,000.
3. A new activity of "Housing Rehabilitation" is be-
ing added to the B-88 Program and funded in the
amount of $50,000. The City has previously un-
dertaken this same activity with funds under
previous block grant programs and continues the
administration of this program. However, at the
present time, it is anticipated that additional
funds can effectively be utilized for continua-
tion of this program, and it is appropriate to
add funding in order to maintain continuity and
assure that the program will be implemented in a
timely fashion during the next year.
4. A new activity of "Demolition and Clearance" is
being added to the B-88 Program and being funded
in the amount of $23,000. The City has previ-
ously undertaken this same activity with funds
from several previous block grant programs. How-
3
a
ever, at the present time, all funds are
anticipated to be expended in the near-term fu-
ture and there are still needs and opportunities
• with respect to demolition and clearance in the
Southeast portion of our City. This added .amount
of funding should allow the City to continue this
most important program through the next program
year.
5. The program budget for the B-88 CDBG Program, as
revised, is reflected below on the chart which
indicates the overall program activity, the cur-
rently approved budget allocated for the
activity, and the amended budget amount as ap-
proved herein through this Amendment.
