AN ORDINANCE GRANTING A SPECIAL PERMIT USE TO
JAMES RICKS AND TAMMY GARROTT, FOR LOTS 18 AND 19,
BLOCK 14, WORTHINGTON PARK ADDITION, 1000 MISSOURI
STREET, ALLOWING THE OPERATION OF A GARDEN CENTER
AT THIS LOCATION.
WHEREAS, application has been made to the City Planning Commission, on October 27,
1999, to allow a Special Permitted Use of a Garden Center in a C-1 General Business District, as
required by Ordinance 1258, as amended.
WHEREAS, after notice has been published for the time and in the manner as provided
by Ordinance No. 1258, as amended, the matter was heard by the City Planning Commission and
the Planning Commission recommended that a Special Permit Use be granted to said property to
permit a Garden center, in a C-1 General Commercial District, subject to the approved site plan
and the special conditions as follows:
1.) Fully screen trash/dumpster location and meet minimum dumpster pad requirements;
2.) Paint existing chain link fence black to be less visual;
3.) Landscape along fence area with permanent potted trees, shrubs and other seasonal
flowers and plants.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WEST MEMPHIS, ARKANSAS:
SECTION I: That the following described property, to wit:
Lots 18 and 19, Block 14, Worthington Park Addition to the
City of West Memphis, Arkansas, 1000 Missouri Street,
be, and the same hereby is granted a Special Permit Use permitting a Garden Center with special
conditions as follows:
l.) Fully screen trashldumpster location and meet minimum dumpster pad requirements;

3.) Landscape along fence area with permanent potted trees, shrubs and other seasonal
flowers and plants.

SECTION II: That all Ordinances or part of Ordinances in conflict herewith are hereby
repealed.
