WEST MEMPHIS CITY COUNCIL
SEPTEMBER 15, 2005
A regular meeting of the West Memphis City Council was held on Thursday, September 15, 2005
at 1:30 p.m. in the City Council Chambers at City Hall, 205 S. Redding, West Memphis,
Arkansas. Mayor William H. Johnson presided.
Mayor Johnson called the meeting to order at 1:30 p.m. Invocation was given by Reverend David
Moose of Rosewood Methodist Church. Phillip Para, City Cleric, called the roll. Those present
were: Mayor Hl~illiam H. Johnson, City Attorney David Aeep/es, City Treasurer Frank Martin and
Councilors: Ramona Taylor, Heenan Coleman, Marko McClendon, Helen Hams, James Holt,
Harold Thomas, Joyce Gray (arrived after roll call), Clarence Davis, and Vickie Robertson.
Absent: Councilor Lorraine Robinson. Quorum being present, Mayor Johnson proceeded with
the meeting.
BID OPENINGS
Bids for West Memphis Utilities: (50) 600 amp elbows, 24,000 ft. 350 MCM URD cable, 25,000 ft.
21/2° roll pipe and Wastewater Treatment Plant: UV Disinfections were opened at 1:00 and
copies of the tad tabulations were given to the City Council for review. Councilor Thomas moved,
seconded by Councilor Holt to accept the bids and refer them to the Utility Commission for
disposition. Upon voice vote, the voting was unanimous. (Copy of bid tabulations attached)
MINUTES
Councilor Hams moved, seconded by Councilor Holt to dispense with the reading of the minutes
of September 1, 2005 and approve as submitted. Upon voice vote, the voting was unanimous.
OLD BUSINESS
2nd Reading An Ordinance to establish new compensation for Aldermen of the City of West
Memphis, and the City Clerk.
City Attorney Peeples read the Ordinance for the SECOND time.
NEW BUSINESS None
PERMISSION REQUESTS None
Park Commission -Councilor Holt reported the Parks Department is busy getting the fields ready
for softball at Tilden Rogers Park.
Utility Commission -Councilor Thomas reported they heard a complaint from a customer
regarding a water leak, awarded the low bid on the portable pump, heard the 2004 audit report
from Dodge, Thomas, Owens, and Goss, approved Fisher and Arnold to design and oversee the
construction of the pump replacement at the wastewater treatment plant, and set a special
meeting date of September 22nd to review the bids that were referred to them today.
Budget Committee -Councilor Hams reported they discussed ways to expense excess insurance
claims. The city has been paying excess claims that are over and above the budgeted amount
that- has been expensed. The committee recommended the expense be budgeted in each
department by a percentage of their budgeted salaries. Frank Martin is to have it in the form of a
budget change for the counGl to approve. They also discussed increasing the amount that the
city used to capitalize purchases. The amount is now $1,000 and above, and the state auditors
recommended we increase it to $1,500 to $2,000. The committee is to have a recommendation
for the council at their next meeting.
A 8 P -Councilor Taylor reported they approved expenditures for Dickens of a Christmas,
announced that Don Christian is Chairman of the Arkansas Entertainers Hall of Fame. The
induction ceremony will be held September 30d' at the Pine Bluff Convention Center. Anyone
interested in attending needs to let her know.
ANNOUNCEMENTS
The fifth annual Business Expo is being held today at Holiday Plaza Mall. The Business After
Hours will be held at the expo from 5:00 until 7:00.
Mayor Johnson announced the Chief Engineer with St. Francis Levee District will be at the next
City Council meeting to give an update on the levees.
Having no further business to come before the City Council, Councilor Taylor moved, seconded
by Councilor Coleman to adjourn. Upon voice vote, the voting was unanimous. The meeting
adjourned at 1:40 p.m.
