ORDINANCE NO. L $~q
AN ORDINANCE WAIVING COMPETITIVE BIDDING ON GROUP HEALTH
INSURANCE AND LIFE INSURANCE FOR CITY EMPLOYEES WITH
TRUSTMARK INSURANCE COMPANY,
AND FOR OTHER PURPOSES.
WHEREAS. Arkansas Code Annotated Section 14-58-303 allows waiving of competitive
bidding in exceptional situations where such procedure is deemed not feasible or practical; and
WHEREAS, there are many items necessary for the City's use where competitive bidding
is deemed not feasible or practical; and
WHEREAS, the Insurance Committee has recommended that the City obtain health and
life insurance for City employees through Trustmark Insurance Company and competitive bidding
would not be feasible or practical;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WEST MEMPHIS, ARKANSAS:
1. That con-:petitive bidding be waived for the following item to be used by the City,
described as follows:
Group health insurance and life insurance for city employees with Trustmark Insurance
Company.
Competitive bidding is being waived for the reason that the Insurance Committee has
considered the terms of insurance policies and has recommended the group health
insurance policy and the life insurance policy of Trustmark Insurance Company and
competitive bidding would not be feasible or practical.
7 having been found and determined by the City Council
of the City of West Memphis, Arkansas, that there is an urgent need for City of West Memphis
city employees to be provided health and life insurance coverage and the City's policy expires
December 3 1, 1999, an emergency is hereby declared to exist, and this Ordinance being

necessary for the preservation of the public peace, health, safety and welfare of the citizens of
West Memphis, Arkansas, shall be in full force and effect from and after the date of its passage
and approval.
