Southland and at Worthington Park. Reported the Arkansas State Parks, Recreation and
Travel Commission will be meeting in West Memphis October 17 -19"' and the Rural
Heritage Development Initiative and the Arkansas Delta Byways Committee will be meeting
in West Memphis October 24"'. Carriage rides will be available again this Christmas
Season at Worthington Park.
PERSONNEL COMMITTEE -Discussed the non-uniformed pension and retirement and
changed their meeting date from the second Wednesday to the second Thursday each
month.
UTILITY COMMISSION -Discussed the new fuel station and using key cards for entrance
and revamping the drive-thru window to better serve the customers. Presented a program
to members of the City Council and Utility Commission and decided to do again each
quarter.
AIRPORT COMMISSION -Lynda Avery reported for Councilor Robinson the AIP 20
(Airport Improvement Plan 20) 2.4 million dollar construction project has began, they were
approved fora 100% grant for infrastructure improvements that were bid today plus an
increased surveillance system. Ms. Avery reported she will be serving on the Executive
Committee for the Airport Operators Association for the term of 2007 - 2009 representing
the airports in northeast Arkansas. Pulliaum asked Mrs. Avery if there were any grants
available that would financially assist the city in building a fire station near the airport.
Ms. Avery said it most definitely was possible from the State Department of Aeronautics.
PARK COMMISSION -Tilden Rogers Park construction is close to completion. Lorenzo
Parker, Director reported they are in the process of establishing a plan for funding
improvements of the ten other parks in the city. Mr. Parker said the only problem with
grants was having the matching funds that are required.
Danny Gatewood -Preferred not to give his address. Reported on some events of criminal
activity and reported he and his wife were trying to raise funds thru recycling and other
methods to pay for tuitions to the Mid South Community College. He also said he would
like to build a learning center on their end of town with a gym and a recycling center.
Pulliaum asked Mayor Johnson to give a brief update on the landfill situation. Mr.
Johnson reported the Quorum Court approved the new private operator of the landfill and
probably will approve the extension project. The consensus of the West Memphis group
that was there felt it was a mistake to expand the existing landfill. The existing landfill
they were told would last approximately 12 more years. The landfill operator they awarded
the contract to will expand the landfill and will solicit garbage from outside our county wilt
expand the landfill in order to make a profit, which they feel is not the purpose of the
Crittenden County Landfill. By expanding this facility it will probably last three or four
years and then they will have to expand it physically. Once they expand it physically, it
will be in our planning jurisdiction and extra-territorial jurisdiction and we feel it will be in
an area in which we plan on annexing in the future for the future growth of West Memphis.
The three West Memphis Quorum Court members that voted for this private contractor
was: Justice Marconi, Justice Farr and Justice Handy.
Having no further business to come before the City Council, a motion and second was
made to adjourn. The motion carried by unanimous vote. The meeting adjourned at 2:04
p. m.
PASSED and APPROVED this L~_ day of October, 2007.
