big difference in the bids. He said the property owner is suppose to tear it down but he hasn't
made much progress and that is why the property was on the bid list.
COMMITTEE REPORT8
Police Commission -Taylor reported they heard a report from Mr. Luker, who investigated an
environmental court for them, and came back with a budget estimate of between $100,000 and
$150,000 for the expenses with no revenue. That would include apart-time judge, a clerical
person and a code enforcement officer. This officer is presently paid under CDBG. The
questions they had is if we can use CDBG funds to start a court until they can generate some
revenue since it is addressing blight. Mr. Luker is to check on that before the next meeting. The
commission voted to recommend this to the mayor and will put their recommendation in writing
with all their signatures. Officer West brought it their attention that the commission had not
completed the process of approving the Policy and Procedures Manual which is necessary
before promotions can be implemented. Copies of the proposed manual were given out and a
meeting is to be set to go over any changes with the police chief. It was also reported a new
dispatcher had been hired, officers are now being required to serve summons. This increases
their work load but decreasing their revenue since there was no fees associated. There was a
guest who asked the council to review the use of deadly force in the new policy manual and
requested the formation of a citizens review board. Alderman Pulliaum requested the new
cameras digital system be added to the policy manual instead of the previous video tape system.

figures and are working with CIGNA to provide a health fair for city employees.
