COMMITTEE REPORTS
Economic Deve%pment - Ward Wimbish, Economic Development Director for the City of West
Memphis made a brief report on his department. Mr. Wimbish is working with Dale Boyett on a
strategic plan to help attract new industries, retail establishments and restaurants into the City.
Mr. Boyett is going to compile a list of industries that he feels would be a good fit for our
community. Economic Development has purchased the domain name of WestMemphis.com in
order to set up a website for industries to find information on West Memphis. Mr. Wimbish
reported that existing industries expanded last year by approximately 400 employees, so he
wants to make sure we continue to work with them. Mid-South Community College Business
School has taken on a spring project to do a license plate study. This study would help to
increase our demographics by including the downtown Memphis area, when trying to solicit
businesses to locate here. Local businesses have also agreed to help collect zip code data for
us. This will help show retailers how much business comes from Memphis and how much is from
the interstate.
CITIZENS REQUESTS
Bent' Brown - made a request to the council to hire several young men this summer to cut grass
in alleys and empty lots. She says the young men would need to be supervised. She is hoping
they would team the trade and be able to go to work for a company doing the same type of work.
Ms. Brown believes this would help the youth and give them something to do during the summer
months.
Larry Erickson, ice-President of Sales for Clark Mosquito Control made a presentation to the
Council. Clark Mosquito Control is a family owned business and has been operating since 1946.
They employ over 135 people; have nine (9) other offices in six (6) states. They have two offices
in Arkansas, one in Jonesboro and one in DeWitt. They have over 100 vehicles; 3 helicopters
and a partnership with Dynamic Aviation to do emergency aerial adult mosquito spraying. They
will provide the citizens of West Memphis with a toll free hotline to call in for mosquito problems.
Their bid of $169,230.72 is capped and their price will not exceed that. Clark had figured in their
bid a route of 150 miles for spraying and this would be done 10 times a year. Mayor Johnson
stated that our previous supplier ran those same routes 33 times last year and we still had
mosquitoes. One of the concerns is how can 10 routes do what 33 routes could not do last year.
Mayor Johnson asked if they have ever had any regulatory agency sanctions or fines. Mr.
Erickson stated they were fined in New York 750,000 for coming into the City of New York in
1999 and 2000 without proper training in the est Nile Virus spraying programs. SPA came
down and fined them initially approximately $30 million dollars and it was reduced to $750,000.
Mr. Erickson stated that this is the only official sanction or fine they have.
ANNOUNCEMENTS
Councilor Pulliaum motioned, seconded by Councilor McClendon to approve the distribution of
Dog Track Funds. (see attached)
Councilor McClendon wanted to commend Councilor Lorraine Robinson on the Black History
Program held in February. He also wanted to send his condolences to the family of Brittney
Sitzes.
Councilor Pulliaum wanted to know if the Mayor had an answer to the problem at the dead end on
Madison and also had a great concern about truck traffic on South Avalon. Councilor Pulliaum
also passed to the Mayor a list of citizens who had problems with their utility bills and wanted to
see if it could be researched to see why there was such a spike in their bills. Mayor Johnson said
he would pass the list to John Rimmer and it would be looked into.
Councilor Robinson wanted to thank everyone for their help with the Black History Program and
for their support of the new scholarship foundation she has started.
Councilor Pulliaum wanted to meet with the committee on the City pool after the meeting.
Having no further business to come before the City Council, Councilor Davis moved, seconded by
Councilor Holt to adjourn. Upon voice vote, the voting was unanimous. The meeting adjourned
at 2:18 p.m.
PASSED and APPROVED this f 5~+-~ _ day of March, 2007.
