WEST MEMPHIS CITY COUNCIL
JANUARY 9, 2003
A special-called City Council meeting was held on Thursday, January 9, 2003 at 1:05
p.m. in the Mayor conference room at City Hall, 205 S. Redding, West Memphis,
Arkansas. Mayor William H. Johnson presided.
Mayor William Johnson called the meeting to order at 1:05 p.m. City Treasurer Frank
Martin called the roll. Those present were: Mayor William H. Johnson, City Attorney
David Peeples, City Treasurer Frank Martin, Councilor Harold Thomas, Councilor
James Pulliaum, Councilor Lorraine Robinson, Councilor Clarence Davis, Councilor
Gheric Bruce, Councilor Ramona Taylor, Councilor Al Felton, Councilor Marco
McClendon, Councilor Rev. Herman Coleman, and Councilor James Holt.
Mayor William H. Johnson declared the meeting in session.
The only item of business was to approve The 2003 Budget and discuss Raises for City
employees and the changes in Pension Plan.
Councilor Lorraine Robinson made a motion seconded by Councilor James Pulliaum to
approve the 2003 Budget and to give all city employees, nonuniform and uniform a 3%
raise and add an additional 1% retirement into the nonuniform Pension Plan. Upon voice
vote, the voting was unanimous.
Councilor Ramona Taylor requested that the Budget will be revisited again in July 2003.
Mayor William Johnson approved that it would be looked at again in July 2003.
Having no further business to come before the council, Mayor William H. Johnson
adjourns the meeting at 1:11 p.m.
