WHERE~-S, the practice of soliciting donations, selling or advertising goods and services
or soliciting employment from occupants of motor vehicles on public right-of--way impedes and
disrupts the norma'. Elow of traffic, causes delay, irritates motorists, encourages criminal or
fraudulent solicit~~r~,. m~;- ~.rd increases the risk of damage and injury to motorists and solicitors
alike.

CITY OF WEST MEMPHIS, ARKANSAS, 'THAT:
SECTION 1. DEFINITIONS. As used in this ordinance, the following words and
phrases shall havt ! ne following meaninV~:
A. "Solid •rtat~.~n'' refers to any transaction or attempted transaction involving
an offer of goods. ro; . ~r services, or a request for money, property, or services.

SECTION ?. ROADWAY SOLICITATION PROHIBITED. It shall be unlawful for any
person to stand it ae rr~=~dway and solicit, or attempt to solicit, from the occupants of any
vehicle.
SECTIOI'~ :3. PFN ALTY A violation of this ordinance shall be punishable as provided
in Chapter 1.12 os' `~ ~~~, West Memphis Municipal Code.
SECTION 4. REPEALING CLAUSE. Ordinance 1077 of the City of West Memphis is
hereby specifically repealed. All ordinances or parts of ordinances in conflict herewith are hereby
repealed to the extent of any such conflict.
SECTION 5. SEVERABILITY. If any section, subsection, sentence, clause, or phrase
of this ordinance or the application thereof to any person or circumstances is held invalid, such
decision shall not affect the validity of the remaining portions of this ordinance or application of
this ordinance which can be given effect without the invalid section, subsection, sentence, clause,
or phrase, and to this end the provisions of this ordinance are declared severable.
