The City Council of the City of `Test Memphis met in regular session at the City Hall at 1:30 Pao
on the 7th day of July, 1947.
The meeting eras called to order by the Mayor, and the roll being called, there were;
Present: P. M, Dacus in the chair and the follovYing named Aldermen: R, R. Morley, C. H, Brown,
0. I. Bollinger, L'urtis Foster; and City Attorney J. h. Spears.
Absent: G. Yu. McAuley, J. A. Johnson, and City Clerk H. E. Manning.
It being determined a quorum tivas present, the follovring proceedings were had to-wit:
Minutes of the regular Council Meeting on June 3, June 9, June 16, June 23, and June 30th were
read and approved.
R. L. Robinson met with the City Council to discuss the razing of the building belonging to
;Jong Lee in which he now has a fruit stand. This building was among the buildings, which it has been
determined is afire hazard, unsightly and in a dilapidated condition, and the owners have been notified
to destroy said buildings. Mr, Robinson advised the Council that he had been endeavoring to secure
another buildings, but had not been able to do so. It was suggested that he report to the Council after
thirty (30) days, and if he had not secured another buildings, that application could be made for addi-
tional time in which to locate another building.
The Mayor advised that some of the owners of the older buildings had not responded to the letter,
which had been sent them. The destruction of the buildings was discussed, and it was thought best to
wait two more weeks before any steps are taken to destroy the condemned buildings; and if the o•~mers
herd not made some effoart to comply with the request, that proper ordinances be passed to have the
buildings removed.
The Mayor next reported to the Council the status of the proposed sale of bonds under Ordinance Pro.
135. The Mayor advised that owing to some misunderstanding, the sale of the Hulbert-Nest Memphis School
Bonds had been advertised for June 26, 1947, and the City Bonds for July 2, 1947, and owing to further
misunderstanding as to the authorization of the State Board of Education, the School Bonds were not sold;
that owing to the fact that the School Bonds had not been sold, the City Bonds were likewise not sold.
Thy Mayor further pointed out that it did not appear that the bids offered on July 2,•1947, were favor-
able to the City and that a better sale could be made at a later date; that tentative proposals for
purchase of the bonds were made by Union Planters National Bank and 'Trust Company of Memphis, Tennessee
and Herman Bensdorf Bond Dealers of Memphis, Tennessee; that all bids or offers of bids were rejected _
and no sale held and the dealers were advised that the sale would be readvertised and sale held at a
later date and that all bids or tentative bids or proposals were rejected. A discussion was then had
as to the advisability of selling the bonds on sealed bids or at auction. After a discussion of the
matter, a motion was made, passed and adopted that the bonds be sold at public auction; that the proper
notice be given of the intention of selling of said bonds and that the date of sale be set for August 4,
1947.
The Recreation Committee met with the Council and discussed the manner and methods of permitting
use of the Community House. The Chairman of the Recreation Conmiittee advised the Council ttrat the
people novr living in the Community House were of the impression that deposits made with the City for
the use of the Community Ylouse and for cleaning the building after its use were intended for them.
That there seemed to be a misunderstaning as to the intentions and way in which the matter was to be
handled.
Motion was made, passed and adopted that the former course of procedure be readopted and follovred
hereafter; that is, that users of the Community House make the necessary arrangements with L, p, Bernhard
for use of the building; that the deposit be made with him, and when the building. is restored to its
former condition; that is, clean and any breakage restored; that the deposit be returned to the depositor
and that the user of the Community House use his or their discretion as to the means of cleaning said
building.
The Mayor next presented a Petition and Letter from residents cf Bond Street pertaining to the

It has been requested by the people on the South Side of Bond to report that an empty house on this
street is used as a storage for drums and cans of paint. The danger of fire, and possible explosion
of these cans would spread fire over the entire second block, vrith very little protection as fire
plugs are so far apart.
Motion was made, passed and adopted that the Iutayor write +Jr, North a letter requesting that he
remove unsightly materials and rubbish from his premises and that the saure be put in sanitary condition.
