MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL

i~ The Council of the City of West Memphis in the County of
Crittenden, State of Arkansas, met in a regular session at the
i+ C9~9,Ha.11 in said City at 7:30 P.M. on the 7th day of April,
j The meeting was called to order, and the roll being
' called there were:

~! Present: Aldermen: C. H. Rowton, R. R. Morley,
Curtis Foster, R. L. Garrison;
~I City Attorney Spears and
City Clerk Coats
j Absent: Mayor Dacus and Alderman 0. I. Bollinger.
~~ It being determined a quorum was present, the following
~i proceedings were had to-wit:
The Mayor being absent the first order of business was
that of the election of a temporary chairman to preside at the
meeting in the absence of the Mayor. Thereupon, Alderman Morley
nominated Curtis Foster to serve as temporary chairman, which
motion was seconded by Alderman Garrison, and upon the matter
being called to vote, the following voted:

~~ Nay: None
Chairman Foster ordered that the reading of the Pfinutes of
the Council Meeting on March 17th be suspended until the next
meeting of the Council.
Mr. James, a representative of the Joy Theatre, appeared
before the Council to request permission of the Council to
exhibit a picture entitled "A Song Is Born". He exhibited a
number of .scenes from the picture none of which appeared to be
obJective~ After discussion of the matter the following
motion was made by Alderman Morley: That the Council permit
exhibition of the picture entitled °A Song Is Born". The
motion was seconded by Alderman Garrison, a.nd upon the matter
being called to vote, the following voted:
Aye: C. H. Rowton, R. R, Morley, R, L. Garrison
Nay: None
Motion was made by Alderman Garrison to ad,~ourn the meeting
until 7:30 P.M. Thursday, April 14, 1949. Motion was seconded
by Alderman Rowton, and upon the matter being called to vote,
the following voted:
Aye: C. H. Rowton, R. R. Morley, R. L. Garrison
Nay: None
