The Council met in the Ball Room of the ~~est Mem~hia Ina at 8:30 P.M. `i'he meeting wen called to order by the Mayor and the Recorder was instructed to call the roil to ascertain if a quorum wse present whereupon the following members of the Council answered to their name a. Upon advising the Mayor that all members of the Council were prese~rt, the Mayor asked the Recorder to read the minutes of the last meeting, rich mimxtea were read said appra ed. There being no unfinished business to take up the Mayor announced th*t s.ny new business to come before the Council was then is order. ~' Two gentlemen (failed to get names) representing the Thos. H.Allen Engineering Compe,:Ly of Memphis were present and stated that they had completed their preliminary survey, plans and estimate for a proposed Sewer System for the Town o$ West Memphis sa per contract dated May 3rd, 1929• These gentlemen read their report and gave a Rill explanation of same as well as exhibited blue prints of the proposed system, showing their proposed sewer lines and pumping plant. This report and blue prints of their proposed system ~`~+Fery mach in detail and the report is sa tbllowa: Prints are on file with the Recorder: Hon. ~e4yor and Board of Alderman, City of West Memphis, Arkansas. July 1, 19 29 . Dear Sire We have carefully studied all the ihcta developed in the survey of the proposed aelwer District in Weat M emphia for the deaigu of a sewer system. We have conferred by letter with the Arkansas State Board of Health relative to the disposal, of sewage in Ten TY31e B-.you. We enclose copy of their reply. In line with this letter we have made plans for treatment of the sewage with provisions for secondary treatment, should it ever be necessary. Treatment of the sewage also requires a pumping station to elevate the sewage to the flow line of the tank. Population. The census records do not show a population recorded for Weat Memphis in 1920. 'tYe have therefore based our calculations on 20 people per acre twenty five (25) years hence, dhich would make a population in the District of 3, 132 people and, which em- braces all the area west of the railroad switch to the Compress that can be served by the sewers propo sed. 1Ye feel sure that 'Neat Memphis will grow far more rapid lY than does the usual community. The lack of census figures and the possibilities of rapid expansion in the immediate future makes it difficult to arrive at definite population estimates. We believe the figures adopted to be as satisfactory ae can be arrived at in the light of present development in 'Nest Memphis. Sewers. Drawings No. 3-3-1 shows the proposed sewers. It will be noted from the pro- files ae shown on Drawing No. 3-3-2 that the ground level at Ten Mile Bayou is 5:3 feet higher than it is at the turn in the concrete road. At the end of the line south of the Highway, the ground level is 2 feet lower than it is at Ten Mile Dayou. The ground therefore, slopes away from the Bayou, while the sewers mast elope to the Bayou. The distances are so long sad with the elope of the surface away from the point of discharge that normal pipe sizes sad grades would make a very deep sewer, costly to construct and expensive to pump. We have, therefore, used larger pipe lines than usual at the flatter grades permis- sable with the larger pipe, which reduces the depth of the sewer, and also reduces the coat of construction and the cost of pumping,( The line south and west of the Highway is designed to care for all territory west and south of the Highway for 1000 feet with the construction of proper laterals and if a parallel east and west main is constructed south of No. 70 This line is not designed to care for srly sewage east of the railroad. The line north sad east of the Highway will also care for 1000 feet of territory east and north of the Highway, if proper laterals are constructed. It is also designed to care for 300 acres east of the railroad. But territory east of the railroad world have to be pumped to the high end of this line. The arrangement proposed is the only satisfactory solution of the problem that can be accomplished at reasonable cost. PiAViPING STATION. Ple.n 3-3-3 shows the pumpint station proposed. To insure continuous service two (2J pumps, each having s capacity of 300 G.P.M. are proposed. The sewage is enclosed in this station. The pump motoiia are above level. The station is of type ths.t hsa proven very-satisfactory in service. The pumps aredriven Dy 7 1~2 H.P.Nwtors, and stop and start automatically. The pump only operates oae at a time. This intermittent service uses very little current. DISPOSAL PLANP. Plan No. 3-3-4 shows the disposal plant, which is of the Imhoff type. This type of plant takes out all solids and produces a satisfactory effluent, witho$t secondary treatment until the shole system is well loaded. The levels are suc}~ that in future years when the Imhoff Tank is working at capacity, that secondary treatment can be added. ENGINEERING DATA. We attach hereto and make part of this report, all the Nhgineering data on which these plans are based. ESTIMATES. We also attach hereto estimates of cost. Due to the nature of the soil, the water encountered in all deep ditches, and the necessity for foundation work in deep cute makes the cost greater than is necessary in clay soil. But, the disastrous ezpe'rience in other Cities of the Arkansas and Tennessee bottom lands makes the wisdom of proper construction evident. Our estimates are made to meet these unusual conditions. 1J coNCLUSIOrts. A system as designed will be satisfactory in every way, the cost will be as low as is consiatant with proper construction under difficult conditions.
