The ordinance was adopted and assigned ordinance NO.2728 PERMISSION REQUEST: Mayor McClendon presented a plan to the council for their consideration. The mayor said that he met with City Engineer Pacifique Nizeyimana, and City Finance Director, Tori Perry to discuss a way to repair the Redding Street Bridge without having to rely on ARDOT and having to go through a lot of red tape, where in the end they would end up paying more than if the city paid to repair the bridge themselves. Mayor McClendon said for$650,000 they could create not only a pedestrian bridge for the children to walk across safely to Brag Elementary School and West Jr. High School but also a bridge that vehicles could drive across, also, within that same$650,000 dollars they would be able to do "Walkable West Memphis"from 25th Street by Wonder Jr High down to Polk Street to 21 ST Street and put in drainage coverage, widen the streets, and sidewalks for those children. Mayor McClendon said if they could get this done during the summer months then by the time school starts the children would have safe passage to school. Mayor McClendon said "Walkable West Memphis" is an 80/20 match and some of the money from the$650,000 along with the money that was approved by the people. would ensure that the city can pay their 20%. The mayor said that the city has the money in the General Funds account to pay for this project and all he needs is for the council to approve it. Councilor Bruce said that he discussed with the mayor that it goes down to 19th Street. Mayor McClendon said the Walkable West Memphis Plan does not include those streets and perhaps in the future they could investigate addressing those streets, but it all comes down to finances and council approval. Councilor Croom said that he is very interested in what the Mayor is proposing because last he heard ARDOT was not even considering the Redding Street Bridge and he is aware that the Redding Street Bridge has been down over 6 years which occurred during the previous administration along with some other bridges that are in need of repair that were left over for the current administration to deal with. Councilor Croom said he and Councilor Wheeless and now Councilor Bell have been wanting to see the Redding Street Bridge repaired, so that the students do not have to walk through the Bayou to get to school. Councilor Catt said that the city has multiple issues to deal with and he would like to see council sit down together to discuss the entire scope of the issues and come up with a long term plan because this is not the only bridge that needs to be repaired. Councilor Catt would also like to see Redding Street Bridge remain as a pedestrian bridge only. Councilor Catt said he is concerned about safety issues for the children and thinks one path of traffic rather than multiple ways would be better for the children. Councilor Croom feels that it would take traffic congestion off of Avalon. Councilor Hutchinson asked Mayor McClendon to repeat the plan for "Walkable West Memphis"for the people. Mayor McClendon clarified that Walkable West Memphis as laid out by the MPO design is from 25th Street down Polk to 21 Street . It is an 80/20 match. Councilor Hutchinson said that she wanted her constituents to know that although there are other streets such 19' and 20th street that have issues they are not included in the design at this time. Councilor Hutchinson said she agrees with Councilor Catt that a conversation is needed to discuss long-term plans for improvements for other issues. There being no further discussion: Councilor Mohammed made the motion, seconded by Councilor Bruce to approve the $650,000 allocation to repair Redding Street Bridge and Walkable West Memphis. Discussion continued. Councilor Catt deferred to City Finance Director Tori Perry to give council an update on how the city will be affected and what the net revenue will be at the end of the year. Ms. Perry said she could not give them a net figure for the end of the year in April but liquid cash wise she does not think it will affect anything going on in general fund. they have had multiple conversations about where the money will come from, and the General Fund account is the best place to pull it from. Councilor Catt said that it is in the fund balance but with the budget that council approved they will have a deficit. Ms. Perry said that they will do a budget amendment to correct that. Ms. Perry said as far as pulling the money from the budget it would cause a deficit because it was not originally budgeted, but the money would be coming from cash reserve. Ms. Perry said that its not like the money is not there, they just didn't budget for a project like this in advance, but they do have the money in reserve. Councilor Catt said that the mayor could always meet with his Department Heads and ask them to pull back on spending and to cut their budget across the board by 10%to make up the $650,000 and Ms. Perry agreed. Councilor Catt asked what was the General Fund balance. Ms. Perry said it is at 9.3 million dollars. There being no further discussion. Mayor McClendon asked for a roll call vote. City Clerk Patricia Joplin called the roll. The roll call vote was as follows: Yes: Bell, Bruce, Catt, Croom, Harris, Holt, Hutchinson, Mohammed, Monday, Murray No: None Abstention: None Absent: None With 10 yes votes, 0 No votes, 0 Abstentions, 0 Absent the motion to approve the allocation of$650,000 for repair of the Redding Street Bridge and Walkable West Memphis was approved.
