A RESOLUTION ADOPTING THE MISSION, VISION, AND CORE VALUES
OF WM CONNECT, THE CITY OF WEST MEMPHIS PUBLIC TRANSIT
SERVICE
WHEREAS,the City of West Memphis is committed to enhancing mobility, expanding access
to opportunity, and improving quality of life for its residents;and
WHEREAS,the City has established WM Connect as its public transit service to provide safe,
reliable, and innovative transportation solutions; and
WHEREAS,the successful implementation of a sustainable and community-aligned transit
system requires a clearly defined mission,vision, and set of core values to guide decision-
making, operations, and long-term growth;and
WHEREAS,the proposed Mission,Vision, and Core Values of WM Connect reflect the City's
commitment to safety, accessibility, accountability, and service excellence;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
WEST MEMPHIS, ARKANSAS:
SECTION 1. ADOPTION OF MISSION
The City of West Memphis hereby adopts the following Mission for WM Connect:
"WM Connect provides safe,reliable, and innovative transportation that expands access to
opportunity, enhances quality of life,and drives economic growth in West Memphis."
SECTION 2. ADOPTION OF VISION
The City of West Memphis hereby adopts the following Vision for WM Connect:
"To transform mobility in West Memphis by creating a connected,innovative
transportation system where every resident can access opportunity and the city can
thrive."

SECTION 3. ADOPTION OF CORE VALUES
The City of West Memphis hereby adopts the following Core Values to guide WM Connect •
operations and decision-making:
• Safety First—Prioritizing the safety of passengers, employees, and the community in
every decision and operation
• Reliability —Delivering consistent, dependable service that riders can trust every day
• Customer Focus—Providing a respectful,responsive, and user-friendly experience
• Accessibility & Equity—Ensuring fair and inclusive access to transportation services for
all residents •
• Innovation—Embracing technology and forward-thinking solutions to continuously
improve mobility
• Accountability—Operating with transparency,integrity, and a commitment to
measurable results
SECTION 4. IMPLEMENTATION
These guiding principles shall serve as the foundation for the development, operation, and
expansion of WM Connect and shall inform policies, service delivery, and strategic planning
SECTION 5. EFFECTIVE DATE
This Resolution shall take effect immediately upon its adoption.

SUBJECT:Proposed Resolution Adopting the Mission,Vision,and Core Values of WM
Connect
Purpose
The.purpose of this memorandum is to transmit the proposed resolution adopting the Mission,
Vision, and Core Values of WM Connect.
Background
As the City advances implementation of WM.Connect,establishing a clear strategic framework is
important to guide decision-making, service design, customer experience, and long-term program
development. Mission, vision, and core values provide the policy and operational foundation
necessary for a modem public transportation initiative.
Proposed Action
The attached resolution would formally adopt:
• The mission of WM Connect
• The vision for the future of public transportation in West Memphis
• Core organizational values to guide implementation, operations, and future growth
Strategic Benefit
Formal adoption of these principles establishes clear organizational direction, reinforces
accountability,and ensures that service development remains aligned with the City's mobility and
economic development objectives. Establishing clear mission, vision, and core values is also a
critical requirement for grant applications and other funding opportunities. By adopting this
strategic framework, the City strengthens its eligibility and competitiveness when pursuing
external resources to support WM Connect's continued development and success.
Recommendation
It is recommended that if attached resolution is acceptable, authorize its transmittal to the City
Attorney for legal review and preparation for City Council consideration.
