MINUTES WEST MEMPHIS CITY COUNCIL J U LY 16, 2026 A regular City Council Meeting of the West Memphis City Council was held on Thursday July 16, 2026, at 5:00 p.m. in the City Council Chamber at City Hall, 205 S. Redding. Mayor Marco McClendon called the meeting to order.The invocation was given by Pastor Apollos Royal of Christ Temple Church of God In Christ followed by the Pledge of Allegiance by Councilor Wayne Croom. City Clerk, Patricia Joplin called the roll.Those present were Mayor Marco McClendon, City Attorney Michael Stephenson (Zoom),City Treasurer Charlie Suiter Jr. Councilors:Tracy Catt,Wayne Croom, Helen Harris,James Holt, Melanie Hutchinson, Lorraine Mohammed,Willis Mondy, and David Murray.Absent were Tammi Bell, Gheric Bruce and Finance Director,Tori Perry. Evening Times Reporter Don Wilbourn was present . Quorum, being present Mayor Marco McClendon, proceeded with the meeting. APPROVE OR CORRECT MINUTES OF THE JULY 2, 2026, COUNCIL MEETING. Councilor Catt made the motion, seconded by Councilor Harris to approve the July 2, 2026, City Council Meeting Minutes. Upon voice vote,voting was unanimous to approve. BID OPENING: SOUTH MCAULEY DRIVE CULVERT REPLACEMENT FLOOD POND 12 RELIEF WELLS WORKOVER TEN MILE BAYOU CLEAN-OUT 2026 ASPHALT OVERLAY-CITY ENGINEER PACIFIQUE NIZEYIMANA Councilor Catt made the motion, seconded by Councilor Mohammed to approve the bids and to refer the bids back to administration for distribution. Upon voice vote,voting was unanimous. OLD BUSINESS: 1st READING OF AN ORDINANCE TO AMEND SECTION 4 OF ORDINANCE NO.251 ADDING CHARITY DAY MONEY DISTRIBUTION TO THE AGENDA FOR THE CITY COUNCIL MEETINGS FOR THE CITY OF WEST MEMPHIS,ARKANSAS,AND FOR OTHER PURPOSES City Attorney Stephenson said this ordinance is actually being read for the first time. City Attorney Michael Stephenson read the ordinance by title only for the FIRST TIME Councilor Catt made the motion, seconded by Councilor Croom to suspend the rules and place the ordinance on its second reading. Upon voice vote,voting was unanimous. City Attorney Michael Stephenson read the ordinance by title only for the SECOND TIME Councilor Catt made the motion, seconded by Councilor Murray to further suspend the rules and place the ordinance on its third reading. NEW BUSINESS: R-1 A RESOLUTION OF THE CITY COUNCIL OF WEST MEMPHIS CERTIFYING LOCAL GOVERNMENT ENDORSEMENT OF SEDIVER USA, INC.TO PARTICIPATE IN THE TAX BACK PROGRAM (AS AUTHORIZED BY SECTION 15-4-2706(D)OF THE CONSOLIDATED INCENTIVE ACT OF 2003) City Attorney Michael Stephenson read the resolution by title only. R-2 A RESOLUTION TO:AMEND THE 2025 BUDGET. City Attorney Michael Stephenson read the resolution by title only. Councilor Mohammed made the motion, seconded by Councilor Catt to approve. R-3 A RESOLUTION TO AMEND THE 2026 BUDGET City Attorney Michael Stephenson read the resolution by title only. Councilor Murray made the motion,seconded by Councilor Harris to approve. Discussion followed: Councilor Croom asked for an explanation. Councilor Catt said that the agreement with Kemper Sports,which was hired to manage the Meadowbrook Golf Course was under contractual agreement for them to provide council with a day-to-day operational budget for the council to review and approve. Kemper Sports took longer than expected for them to get it to the council, but it is basically the second half of the year and this should carry them through to the end of the year. Councilor Catt said in October they will receive the 2027 budget proposal for council to review along with the city budget. Councilor Croom asked about the $80,000.00 for management fees because he thought it was only$8,000 per month. Councilor Catt said Finance Director,Tori Perry incorporated the time frame in which they actually started which was 10 months instead of 6 months to make sure she covers everything that has been done so far.There being no further discussion. Upon voice vote, voting was unanimous.The resolution was adopted and assigned No. 2362. 1st READING OF AN ORDINANCE TO AUTHORIZE MEMBERS OF THE CITY COUNCIL TO PURCHASE SERVICES FROM CHARMAINE TAYLOR D/B/A EMERALD HIGHCLASS TECHNOLOGY,AND FOR OTHER PURPOSES Councilor Mohammed made the motion, seconded by Councilor Murray to amend the title to read services instead of technology. Upon voice vote,voting was unanimous to approve the amendment to the ordinance. - City Attorney Michael Stephenson read the ordinance by title only for the FIRST time.The ordinance will be placed back on the 08/06/2026, agenda for it second reading. (08/06/2026 agenda) PERMISSION REQUEST: Permission to waive competitive bidding for aerial Spraying, ground spraying, mosquito control efforts, and other purposes. Councilor Catt said that they will be bringing this back before council at the next scheduled council meeting by ordinance.This is something that they usually approve in January, but it was overlooked and they are just trying to take corrective action. Councilor Catt made the motion, seconded by Councilor Harris to approve. Upon voice vote,voting was unanimous to approve. CHARITY DAY MONEY: Councilor Croom said he and Councilor Willis Mondy had wanted to distribute some money to Creative Strategies Community Development Inc. 5K Walk Run event. Finance Director Tori Perry had already indicated that they had already distributed all of their Charity Day Funds. COMMITTEE REPORTS POLICE COMMISSION: Councilor David Murray presented the highlights from the Police Commission meeting. Personnel Report-They currently have 2 officers in the academy and are scheduled to graduate July 31, 2026.The total number of officers is currently 93 and they have 1officer that starts this week. Fleet Report- 5 Vehicles are set up to run the new E-Ticket software, The IT department was able to get 4 units on the street. 18 cars were ordered to help start the Officer Vehicle Take Home Program which will help with recruiting. 6 more have been delivered to the Memphis shop and 5 to the Little Rock Shop and are being outfitted for services .Equipment Purchases-Lidars and radars have been ordered to help with traffic details in problem areas. New badges should be delivered July 11,2026. Crimes Status- The department is showing a 1.16%drop in overall crime as of 08.15 hours on July 6, 2026. The departments goal moving forward is for officers to be more visible and continue to be proactive. Grant Updates:There were no new grant updates to report. Upcoming Events/Training-The department has a bike patrol class planned to assist with training patrolman. UTILITIES COMMISSION: Councilor Wayne Croom presented the summary of the West Memphis Utility Commission report. Safety Report-There were 133 days since the last recordable, 199 days since last lost time injury and 21 recordable injury for 2026. Financial Report-The Utility Expenses through June 30, 2026,were presented by Accountant Ethel Williams which showed the days cash on hand,fixed charge coverage, gross margin ratio, operating margin ratio, and debt service coverage ratio. Staffing Report-There are currently 7 open positions out of 79 budgeted positions. Reliability Report- Engineer Eric Ardis gave a reliability indices comparison for WM Utilities for July 2025-June 2026. He also presented a pie chart showing the primary cause distribution by duration for power outages.The commission also received an update on the ARDOT Utility relocation project, Southland water main extension project that is 45% complete. PUBLIC WORKS COMMITTEE: Councilor Lorraine Mohammed presented the summary of the Public Works Committee meeting. Fleet Report: Front End Loaders: 3 operational 0 down, Rear End Loaders:2 operational 0 down,1 Arm Bandits-3 operational; 0 down Grapple Trucks: 2 operational 1 down (wrecked). Public Work Director Report Recycle Total: 860 pounds Tires: 600, Garbage/trash dumped,1283.93 Tons, (Monthly cost$70,530.73). 4 Carts: purchased, 10 Carts Stolen/replaced with Police Report, 65 Carts: replaced or new build/ lids replaced (Lids have arrived and we have changed out 55). APPOINTMENTS: NONE PRESENTATION: NONE ANNOUNCEMENTS: Parks &Recreation will be hosting a Bounce Town Event on July 25, 2026,from 1:00 p.m.to 5:00 p.m. at Horton Park. There will be a back to school drive hosted by the City of West Memphis,West Memphis School District,ASU-Mid South, Sonny Weems organization and community organization and businesses on Saturday July 25, 2026, at Lehr Arena from 10:00 a.m. to 1:00 p.m.They will be giving away school supplies and backpacks and there will be bounce houses,food trucks, and Music . Ten Mile Bayou from South Service Road to Ingram Blvd Approximately 4,000 linear feet . There is no record of this section of the Bayou having ever been maintained. It goes through a residential area and some yards are maintained to the water's edge, some yards have fences separating their yards from the Bayou ROW and in other places,the bank is overgrown with trees and other vegetation.
